Jtjdqing from the awards of prizes made by Sbe Commissioners of the Paris Exhibition, we should conclude that England is behind France, not only as regards excellence in the Fine Arts, but .contrary to the generally received opin-ion-^as a manufacturing country.

J3I8MAKK is as much in favor of confiscation as Tbad. Stevens or Wendell Phillips, for, as we learn from a Berlin correspondent- of an Eastern paper, be recently confiscated eight newspapers in two weeks. It should be added in justice ..to tbe.Count, that the press ia under -less rigorous restrictions than in any other country on the Continent.

The

The

New York

is quite right in supposing that

the trouble, if any, will be made by the whites, The experience of the last few years fully justifies this supposition, a) though its admission by the leading copperhead newspapers of New York was hardly to be expected. But we have better opinion of the Southern people than the

they are not such insensate blockheads as not to have learned the folly of compell lng us to maintain great armies for their especial benefit. The foui years during which the Government made that specialty cannot b? too soon forgotten by the masses. It is not likely that they will care to encounter the armies of the United States vary soon. If they would render such a second appeal to arms nec* essary the campaign would be brief and the subjugation complete. The

strange and stirring scenes and weathered many a stormy night, the tory reform bill has at length iound its way to and been read a second lime in the House of Lords It amounts almost to an absolute certain ty that the bill will have passed into law before the commencement of the autum nal recess, and that lords and honorable gentlemen, if they do not find themselves at once amid the agonies.of a general elec tion, will go t? their shooting quarters to ruminate upon the possible character of the new and somewhat doubtlul eia upon which their country has entered. The laurels which the whigs since 1832 have, with all the pride and jealousy of a long dominant party, claimed as their own, have been skilfully taken from them, and the torie# for the next fifty years wili be honorably spoken of as the reformers of 1867 The extent of the ctranges which this bill wili introduce is as yet but imperfectly Known. That it amounts practically to a revolution few will attempt to deny. The addition of half a million of voters to the electoral roll from classes some of whom nave hitherto been totally unrepresented cannot fail to bring the machine of gov ernment more immediately under the con tol of the popular will. It will be strange if the increased rapidity of motion on the part of government iio not at onco startle and annoy ms.uy who have been accus tomed to and contented with with the laggerd movement!

What troubles it more than anything else seSms to be the thought that the natioii may be burdened with the ex pense of great armies at the South to keep down the majority—by which meant the whites—and prevent a bloody conflict between the two races. The

The negro voters in many localities in excess of the white vo ters, but the voting class is as a whole much larger than the non-voting clas?, aud in the event of civil war tho voting class would be on one side and the disfranchised on the other. singular people, tho Paraguayans,

are making quite a heroic defense of their country in the war with Brazil and ber allies, Uruguay and the Argentine Re public. At the beginning of hostilities President Mitre, in a speech addressed to a large popular meeting in Buenos Ayres, said "Citizens: Three dats in the bar« "yBCks, fifteen days for the march, and •within three months in Ascension"— the Capital of Paraguay. But it is uow two years since the boast was uttered, and the Paraguayans are still bravely holding out agairot their invaders, who have during thrit time sustained many signal defeats at the hands of the soldiers of President Lopez. The patriotic enthusiasm of the Paraguayans is described as something extraordinary, the women even meeting together to offer their jewels of gold and diamonds to the chief of the Republic for the expenses of the war, and to express thtrti rwiuiejs |o take up. arms in defense of their country, should the Republics be in need of their services. It will be no easy task to conquer a people imbued with tihch a spirit as that which animates the Paraguayans. Indeed, the father of the present ruler of the Paraguayan declared that they are unconquerable. "Paraguay," said he, "know* "what she is able to do, and what she is •worth shehas swtfro to be independent *ebe renews .ber oath every year and her •'citaens love their country, which for •(them is sacred soil. The Paraguayan '•people COUld not be conquered. It might "be destroyed by Eome great Power, but '•it wili new become the slave of a for'*0120 nation.*®4 Conceding this to be a true estimate,"the sooner Brazil and ber fMfps abandon the contest the better.

copperhead papers are observing

a discreet silence in regard to General Sherman since hie arrival at Hadisom and his declaration of symyathy with radicalism. They must evidently look elsewhere for their next candidate for the Presidency, but are quite at a loss to know upon whom to bestow that questionable honor.. Jeff. Daris and Horace Greeley would perhaps be as good a ticket for them as any, or it may,be, after a masterly inactivity of fout years, McClellan and Pendleton would make almost as good a run in 1868 as in 1864, which is more than any other two copperheads could do.

The Paris correspondent of the New York

says:

"If Prussia attempts to absorb any more territory France and Austria will attack her, and the Governments of Prussia and "Austria will be supported to a man by their people. This- much is certain, and I may add that it is tolerably certain that Prussia does not intend to stop where sbo is."

It is quite possible that Napoleon, hawever it may bejjwiih the Austrian Emperor, would welcome a foreign war as a safety-valve. The success of the United States in crushing rebellion arid causing the failure of tho Imperial Mexican scheme, together with' the wondrous prosperity of our people, have made the French more than ever restive under Napoleonic tyranny.

False Bosoms aud tlielr Effects Interesting Facts for Dressmakers and tlielr Patrons.

The New York Times says: On last Saturday afternoon a very fine looking lady, young and well dressed, called on Justice Dodge, at the Jefferson ian Market Police Court, and in a most bland and smiling manner, stated that she had been defrauded in a singular manner by a fashionable dressmaker on Sixth Avenue, between Eleventh and Twelfth Streets, named Madame Latour.

MisB Flora Sinclair, the lady in question, is inclined to be fashionable in every respect. Large and full bieasted, without any ornamental paddings, she was duly measured for tho dress, the material for which she says she gavo to Madame Latour.

When she came to fit the garment on however, she were a pair of false bosoms which could not be reduced to sufficient space to allow the dress to work over them. It was long enough in the skirt had trail euough for Long Branch, Newport or Saratoga, but, ah, the bosom I that could not be made to join, and Miss Sinclair's charms were visible to the vulgar gaze of the outer world. She did not want this, as she said herself it would not look well to wear such a dress in compa v.

This Miss Flora Sinclair blushingly and smilingly declared she did not desire and insisted that tho madame should pay her for the material wasted in the dress Madame Latour, in her broken English begged to say to his honor that she was not responsible for the mistake in the size of the dress, if any had occurred she measured Miss Sinclair carefully, and and made tho dress accordingly and if latter saw fit to add to hur own charms, by wearing false bosoms, over her natural endowments already large, she (Madame Latour) could not be held responsible. His honor the Judge said he knew little about the mysteries of dress making, but he would refer the whole subject to a competent person, to examine the facts, and report to him the testi mony. He accordingly referred the disputants to Mrs. Robinson, a well known dressmaker on Sixth Aveuue,to adjudicate upon, but this lady has not yet mad® her report.

Meantime Miss Sinclair is oblige.) to go without her now garment, which atone time promise.l to add so much to her charms. The clerks and attaches of the court are anxious awaiting the judge's de cision on the subject, as it is generally believed that it will contain a long dis quisitioii on the evil effects of false bo. soms.

He knew more details in each branch tLan the subordinate especially charged with them. His intuitions were like lightning. Old elerks msist that after hearing tbe first sentence Ue forsaw all a uian wn: going to to him, and tel! dtoil stories of his sleeping through long conversations and then waking up and answering each point ex actly as if he had heard it. They aver that he would run over hundred letters awaiting his signature, and throw aside each one containing a mistake of phrase or figure, just as the cashier goes through tho pile of bank notes and flings out coun terfuits. During Pierce's administration Congress passed a law increasin gtwonty per cent, the salaries of government employes. Nicholson, tho public printer, presented his account with this additional percentage. Guthrie rejected it on the ground that he was a con tractor, not an, employe. Nicholson went for help to his friend, tho President. He indorsed the paper: 'This account seems to me correct, and, ir: my judgment, it ought to be paid. Franklin Pierce,' Then it was handed back to the Secretary. Guthrie, in a raga, replied 'Tell the President it is not correct, aud I'll be d—d if I pay it.' Nicholson, fancying he foresaw the Cabinet officer beheaded, re ported this rash response to the Executive. But that amiable chief ouly uu awered: 'Did Guthrie say that? Tiien I don't think ho will pay it. I never knew him to give up alter putting his foot down! Now, at seventy»four, James Guthrie is a Senator of the United States, who has not appeared in his seat for two sessions, and a millionaire, who carriea in his pocket the Louisville and Nashville railroad."
