Passing by, for the presont, tho suggestive idea of a combination of antagonisms —as an anomaly in business operations, to say tho least of it—wo nre curious to know what guarantee there would bo that, if this "combination" wore formod and wo were brought under its influonco, it would continue lor one year or one month.— Moneyed contributions are, proverbially, poeseesod of extremo sensitiveness. They get along smoothly enough when all their elements uro in harmony. A bumbsholl a not dangerous when at rest but when brought in antagonism with a solid body it explodes. So with antagonism in trado, and railroad or other adventures t-hoy may exist together, in apparent concord, so long as there slmll bo nothing to oxcite them but a single breatb of suspicion, or the slightest touch of jealoupy mny, at any moment, drive them to explosion, when, u» every body knows, the strongest antagonism swollowa up and absorbs all the tfbaker. In the imagination "Xavier'' has, probably, contemplated tho timo whon "Henry C. Lord of Cincinnati"—tho "head" of "the whole onterprieo"—shall become the controlling uud directing antagonism of this combination, which shall absorb ail the lesser antagonism, and when ho shall, become a "Railroad Kiug" over "Western interests'' und "Western commerce," so that ovory road tball be reduced to a tnero "local road' that does not consent to subject itself to such "laws of trade" as he may enact und enforce! But suppoao this attractive vision should be only in tho imagination and should never bo realized—and that, instead of "Henry C. Lotd of Cincinnati" having "energy and capacity" onouglUo get control of the most powerful of these combined antagonisms, somebody else—either on "Wall street, Now York, or Cbesnut street Philadelphia—should become the master spirit, what thon may we expect? Dooa it not appear probabl" tbat we •hould then become "hewers of wood and drawers of water" ton ''grasping nnd ingenious power" that would witlmnt reforenco to un or our wishes, until, in the cad, this Wabanh valley, which' is a munificent legacy of nature to labor and capital" would be transferrin to a foreign and irresponsible monopoly, into whose lap its wealth would bo poured, und from whose Board ot Directors it would be compelled to derive all its "Jaws ol trade?" To us it appears that our future would bo far more promising and inviting if wo should retain in otrr own hands somewhat of that authority over our own interests, which is acknowledged to have been thus far successful in bringiug us to our present stage of development. We are ret in tho full vigor of manhood, and do not need the guardianship of others. It will be time enough tor this when we have reached the period of infirmity and decrepitude.

It is said by "Savior" that the Pennsylvania Central, tho New York Central, tho Lako shore, tho Pan Handle, the Pittsburgh, Furt Wayne and Chicago, the Cleveland, Columbus und Cincinnati nnd other governing roads, have entered into a combination to procure tho possession and control of all the railroads fr?ra iS'ew York City to St. Louis. As it is understood t-hat a part of this eombina. tion has already purchased tho -Missouri Pacific road, if it shall 'succeed in this avowed purpose, its dominion will em brace all the roads from New York Citj 'to Kansas. Is there nothing in all this to excite our serious apprehensions in

of England, which, at onetime, dictated laws to more than one hundred millions of people, and even shaped tbe enactments of the British Parliament?— Such a monopoly here wonld become the East India Company of the United Slates for when tho great road to the Pacific shall be completed, this monstrous combination will bo prepared to embrace that also, so tbat the wealth of India may build up "merchant princes,"in this country, whose "grasping and ingenuious power" will be strong enough to encircle all our industrial interests—turn them into channels which sbail bo subject only to laws of tbeir own enactment—dictate terms to every State through wbicb tho channels shall run, break down every antagonism that resists it, and make "Henry C. Lord, of Cincinnati," or some other Lord, tho Supremo Kailroad dictator of a nation theoretically free, but practically enslaved by a moneyed oligarchy. Our Stato Legislators aro properly in tho habit of chartering railroad companies, that the resources of the country mav be developed but these advantage.- tlioy ilesiro to. confer upon tbeir own citizens. Even whon it is contemplated that others shallshare tbem they have beerr studiously careful, so far as possible, to provide for tbeir domestic management and control, in order to prevent tho possibility of erecting, else where, a power that 'shall either absorb tho wealth of tho people, or limit tho property of improvement, while, at tho same time, it filiall bo irresponsible to their local laws. Under such general restrictions tho Wabash Valley has prospered in a marvellous and unexampled degreo, until it seems to have arrested the attention of tbo?o who dispense financial favors at tho boards of brokers and who cultivato tho faculty of making or unmaking combinations just as their selfish interests shall direct. One of tie President's of tbe United Stales, not many years ago, said: "It is to bo regretted that the rich and powerful too often bend the acts of government to their sellish purposes and tho exist enco of tins tromondous and grasping "combination" renders tho present a fit time for a recurrence to this caution. If it bo true, as' Xavior" says, that tho leading stockholders of tho Terro flauto& In dianapolis road have tho power to arrest tho progress of this "combination," and have dono so, by refusing to sell out to "Henry C. Lord of Cincinnati"—all hon or to them for such an act. Tho poople ofTorro Haute should be proud of having such citizens amongst them, and will, more than over, appreciate tlio character of hiin who "hiv3 dono so much or more than1 all others" for their welfare, and who has thus proved tbat no price within tho powor of this "combination" to pay, is largo enough to abate his devotion to their "intorests, or tempt him to betray them. Such disinterestedness is of more value to its possessor than tho combined wealth of all the Eothchilds.

But "Xavier" tries to demonstrate that the interests of Terre Hauto havo been prejudiced by tbis refusal, nnd that tbe Terre Hauto & Indianapolis road will be conic a more "local road," because, he says, that "by the absorption of tbe Iran chlses and work of tho Indiana & Illinois Central," it is contemplated that this "combination" will get possession of a road which "runs through Danville, Eock vllle, and crossos tho Wabash River at Montezuma," and "oxtond it to Paris, Illinois, and there intorsect the Torre Haute, Alton & Pt. Louis line," of which they havo already "oflccfod a ninety-niue years' leaso. He informs us that "some forty miles of the grading of tbis now road is nlroady completed, or nearly r-o, together with much of itn most todiou8 aDd cxponsivo mnsonry, which renders tho route exceedingly inviting to tho com. biiud corporation seeking to comploto its line through to St. Louis. And just her0 hingo*," in his opinicn, "tlio whole ease, io far ae Terre Haute is involved," Let us look a little Into this, and see whether it is calculated either to hurt or to scare anybody.

Tboro is a propose*! road chartered by both io Indiana and Illinois, from Indionapolia, by way of Danville and Rockvilla in thii Stale, Decatur, on the Illinois Central road. Fvery dollar subscribed to these combined companies is upon the express condition that it shall be applied in the construction of a road touching oil Ulese points—that is, from Indianapolis to Decatur. All the work ha* been done w'itb tbi's understanding and design. There is no charter for a road Irom where this road entej-s Illinois to Paris—a distance of about twenty miles, noarly south. How is this road by Kockvdle to be obtained? From tbe Directors? If they divert it from tho original lino, or dispose of il to othors who do so, the corporato franchises become forfeited. If they should ever make tbo attempt to do either, any single stockholder on tho line may arrest tho proceeding by injunction because ol its violation of tho condition upon which his stock was subscribed. Can all the stock bo bought The same consequences would ODiue aalt regard* forfeiture, if th9 could bo 4one, because the assignees would acquiro only tho original franchise with all its obligations. But it is not pro« bablethat tho citizens of Illinois between tho Stato lino and Decatur will submit to tbe forfeiture of a franchise they have aided in creating to advance their own interest, or, by tho jalo of their stock, permit the diversion of their lino of road, for the local benctlt of Paris, or the interest!) of this exacting "combination? If the Indiana stockholders would not, they could resort to legal process to restrain the transfer upon the ground that it would be a breach of tho faith expressly pledged to

tjiem. They coald Irrest the work at the State line and prohibit tho assignees from going to Paris, because the latter, &tand» ing in the place of the Indiana stockholders and succeeding to all their obligations, would be equally pledged to keep these obligations unbroken—for by these they aro required to go to Decatur and no where else In Illinois. This was the controlling (and chief condition upon which the franchise was obtained by the joint action of the two States. And thus tbis threat of a road by Eockville is easily disposed of far more easily, we imagine, tban the leaders of this "combination" have supposed.

But suppose it wire not so, and that the road from Indianapolis to Faris, by Eockville, were actually built, how would this effect Terre Haute It is »bout 73 miles from Indianapolis to Montezuma, and about 22 miles from there to Parismaking the distance from Indianapolis to Paris about 95 miles—or about 4 miles further than by tbis city. From Paris to St. Louis, by the TorryjHautc, Alton & St. Louis road, the distance is 171 miles— making tbe distance from Indianapolis to St. Louis, by the liockvillo road, about 2CC miles. It is 73 miles irorn Indianapolis to Terro Hauto. The contemplated road from Terre Haute to St. Louis,by Marshall, is IW miles. By this route, therefore, the distance from Indianapolis to St. Louis is 235 miles—or 31 miles shorter thun the line by liockvillo. Does anybody suppose tbat travel or fr^|(, going east from St Louis or west from Indianapolis, will go tbis additional 31 miles by Eockville, merely to accommodate this "combination?" Time is money in nil the movements ol trade nnd travel, and with the road from bore to St. Louis, by Marshall, completed, wo shall have the important element in our favor, so that there need bo no injurious rivalry: betwoen the Terro Haute and Eockvltlo routes. This road now has as fair prospects lor completion as the Eockville road, indeed fairer. Fifty miles of tho wwt-ond is in actual p-ocoes of construction, imd arrangements aro making for tho completion 01 the whole line. But "Xavier" asks, "who can utford" to cuild it? Ilia quostion might ba difficult to answer if the "combination" of which ho speaks had control of all tbo capital in tho country. Hut such is, for. tunately, not tho case, and there is yot some capital sooking profltablo investment. When tho fifty miles already in progress are completed, there will be 115 miles to build, which can be mado ready for the iron at an aggregate cost of about $2,000,' 000. Tbo8um. now subscribed by tho counties upon tho line is nearly $1,000,000, and can be readily increased to that amount. This does not increaso tho individual subscriptions in Illinois, which will reach at least $750,000 more, loaving but $250,000 to bo raised elsewhere. Hut if tho amount thus left to be raised out of Illinois wero twice ^or „throe times that sum, tho laws which regulate and direct tho investment of capital, when treed from tho absorbing and restraining influence of monopoly, will invito such an investmnnt when it becomos demonstrated tbat, tbis line of road brings Now York and St. Louis 31 miles noarer togetner than any other that can possibly bo constructed. Terre Haute alone is quite able to contribute largely, to it, more especially when it thall become necessary l'or her enterprising citizens to put lort their enorgies in behalf of her prosperity. "Xavier" says that the country between here and St. Louis will be more benefit ted than Torre Haute, by such a road, if completed. This argument proves too much for his theory for, if it bo true tbat there is a single point in Illinois that is likely to becomo our commercial rivalthat is a sufficient argument to prove tho necessity of the road and its value when built. Besides, if such a rival should grow up, we should still be sharers in the general prosperity, without any just cause to excite our selflfhness or jealousy. 'u

Ho says,IrawuyeT,"tbat it "would be worth more tban a tocal road from In» dianapolis to St. Louis." A pretty long local road truly Stretching across Illinois and half way through Indiana, a distance of two hundred and thirtv-oight mile?, and nearly ooc-foui th of the way from from Now York to St. Louis. A fow such local roads would reach across the coiitineut.

Upon tho whole, herefore, we see no reasonable grounds for believing tbat tbo interests of Torre Haute havo boon, or are likely to bo sacrificed by the refusal of the stockholders to soil the Terro Hauto & Indianapolis road to a "combined corporation," composed of the President and Directors of divers railroads, all or most of whom reside out of tho Stato. On tho contrary, we soo reasons for congratula^ tion in the fact that they havo withstood the temptation, and hopo their refusal will bo persisted in, and tnat our surrounding region—"so susceptible of splondid development"—may be kept under tbe careful guidance of those horn*, intluenccs that have already dono much Tor it, and whose past fidelity furnish so ample a guaranteo for tho future. We are prosperous and prospering now, and it is a homely rulo, but none tho les= valuable on that account, to

RECONTSRUCTION.

The Supplemental Military Blil—The Powers of Military commanders Defined—tVno are Entitled to Kegntcr, etc., etc..,etc.

Section 1 declares that tho trne intent and meaning of Congress to have been that the provisional government heretofore existing in the rebel States were illegal and void, and that they were to bo continued suoject to in all respects to the military commanders and tho authority of Congress only.

Section 2 provides that tho act to which this is supplemental,and alao.tbat of March 23, shall be considered to authorize the military commanders, wherever they deem necessary, to remove or suspend any official, State or municipal, exercising authority by virtue of such provisional government, and to appoint others to fill tbeir places and that such commander shall also have power to prohibit, suspend or set aside any act of such government, or of any subordinate authority thereof, the intent of the aforesaid act being that such governments shall be considered

subordinate to the military, and all acta done by such commanders shall be deemed valid.

Section 4 provides that no civil court of the United States, or of any State, shall have jurisdiction of any proceeding, civil or criminal, against any such District Commander fer any official act done under these acts.

Srction 5 declares tbat no district commander shall be removed from command assigned him without the advice and consent of the Senate, or unless cashiered or dismissed, or unless he consents thereto. Tbe Judiciary Committee of tho Senate also agreed upon a bill understood to be similar to that introduced by Edmunds and less stringent in several particulars than tbe above.
