SINCE the surrender of Lee and Johnston, that begua irom which the Southern people date their present calendar, it is noticeable that the men who occupied the positions as leaders in the confederate array, almost to a man—-wherever they have been heard at nil—-have cast their voices iiv favor of tho immediate reconstruction of the South under the laws of Congress. They have welcomed the Mil itarv bill as a measure .more mild than the Sooth was prepared to expect. They bave counselled a cheerful ^submission to all its provisions, a^d Ipok to a Anal settle* ment of the issues of the war through its operation. In their own persons many of them have given practical evidence of their acceptance of the terms prescribed by Congress, by devojing tbem8elves,som« to commercial and some to educational pursuits, and otherwise contributing by their labor and good advice to bring* the Southern mind into a proper channel which may load to harmony and the full

advantages. There is, perhaps, none of this class who has spoken more words of wisdom to his countrymen than General Jjongstreet. lie takes the correct view of the present political situation of the South when he.says that the principles which divided political parties before the war, having pa^sbd through all the gradations of argument and compromise, were finally arbis triced by.the sword were by that arbitrament decided in favor of the government, and have consequently lapsed from principles into law, and that it is therefore theduty of the South to abandon idehs which are now obsolete, and conpijn to the requirements of law established ^y the last resort known to civilized nations. He looks upon the Military bill 'un| .its amendments as peace-offerings, which'should he accepted in that spirit. Upon the question qf negri) suffrage he agijees with the mtijority of tOe intelligent ep of the Soiith^that it* is a fixture which' must be legally recognized, tolerated whether for better or worse, and the rigjits acquired by the colored man under the law lully- acknowledged. Upon this point many men in "the"South who were Dem^i^lg^fjn?? times take issue with the Democratic party noqr, in their desire to rights of the negro es an enfranchised citizen and General Longstrge.tfoSloubt, interprets the -opinion of ldr^e number of thinking mian in the South when he admits that thpre is no longer anything tangible about the Demicratic party to hold on to, because all its i^iies were staked upon .tbe war, and with the war were lost/j^ia &»UT Yth
