The Democracy swing back and forth on the question of negro suffrage, and •change positions so rapidly that spectators are at a loss to predict where thfey will ultimately settle, nor can they, &r that matter, form a reasonable guess themselves. The Southern Democrats-
Hi the conservatives—are hoping, might and main, to induce the negroes to unite with them in opposing the BepuMican party, Hnd for a time the Democratic journals of the North were extremely patronizing to tho men and brethren 6f sable hue the New York World ey«n' going so far &s to assert that there was no foundation for that time-honored principle', of the Democracy, that the o&gro radiates from bis person a smell offensive to Caucassian olfactories. Cotton on the Way to England. From returns published in Liverpool in the last week of April, it. appears that the quantity of cotton afloat from the East India and American ports ou the way to Liverpool and London is still very large. Prom Bombay there were at sea fortyeight ships, laden with 217,490 bales o~ Coiton from Rangoon one thip, with 350 bales from Tuticorin one ship, With 3,262 bales, from Calcutta fourteen ships, with 42,856 bales from New Orleans eighteen ships, with 50,148 bales there lire aleo two other ships afloat, but the quantity of cotton on board is not given. From New York there are five ships, but only four cargoes .are returned, namely, 5,713 bales from Galveston thirteen ships afloat, but only six cargoes reported, viz.: 6,033 bales from Mobile, eight ships atloat with 25,423 bales from Charleston three ships, but only One crgo, 3,091, bales reported and from Savannah three ships but their cargoes are not reported. Thcsu ships and their cargoes are all bound for the Mersey. Tne i'oiloWiug are tin the way to the Thames: Fronr Madras there are 21,328 bales afloat from Calcutta 19,9So bales from Cochin China and Tuticorin 28,647 bales Isnd from Bombay and Kurraohee6,100 bales-— makirig a total of about 500,000 bales of cotton at sea for Liverpool and Luhdon.

Tbe inhabitants ate in great distress. The levees are broken at, Blanchmines and Bellevue plantations, (Petit Prairie tbe water runniog over the levees at Point Mltchel a crevasse, occurred at Bickland, (fitty miles below the city,) about three hundred yards in Width—new and old levee both gone.
