It is a war because France will not suffer herself to be humiliated. The present government had been reproached with having given less liberty than its predecessor to France. New YORK, April 25.—At a special meeting of the Board of Aldermen last night, a preamble was adopted reciting that the Legislature had passed a bill "transferring the duty of issuing licenses, and other powers in relation to Theatres, junk shops, intelligences offices, cars and car drivers, &cn from the Mayor and City

Council to the Board of Police Commissioners, for Council purposes, when such duties had heretofore been faithfully performed by the municipal authorities, and a resolution accompanying the preamble, was also adopted repealing all ordinances relating to such Theaters, Junk Shops, &c„ for the purpose of defeating the object of the bill referred tS

NEW YORK, April 25.—In the Supreme Court, Lewis Estin received a verdict of $14,000 against Samuel Eughter for money due on gold and stock transaction and promisory rates. The verdict of $10,000 found against Charles F. Platte, Contractor for running a Hudssn River Railroad freight car down town, which run over and seriously injured a boy named Eugres, was sentenced to twenty years hard labor in the State Prison inflicted upon George Murray and Joseph Johnson, who attempted to riot and murder Dubois, a school teacher.

The steamer Deutchland sailed for Europe with ten thousand dollars in gold, tbe Stewardess Eliza Barr, had been previously arrested for the murder of her illigitimate child at its birth.

The Japanese Commissioners leave tomorrow for Washington, No official visits will be paid here until their return.

Robert Young, Commissioner in Brooklyn, was robbed and murdered last Monday night.

Joseph Packard, a lad of 17, who robbed his employers, Jas. Munroe & Co., of of $1,000, in December, has given himself up for trial after extensive journeyings and having spent most of the money.

Theodore H. Loom is, a book keeper, was arrested for embezzling $5,000 worth of compound interest notes from his employers, Carter & Hawley.

MEXICAN INTELLIGENCE.

The Herald's Vera Cruz correspondence says Marquez, who escaped froin Queretaro, arrived from the City of Mexico, at Puebla, with 4,000 men, after its capture by the Liberals. A fight ensued, in which the Imperialists were defeated. The situation of tho Imperialists at Queretaro was horrible. They hold only two streets of tho place. Maximilian was still there. Persons coming out of tho city to get food wero shot down.

The Herald's Paris correspondence says the red revolutionists were in council in Brnssels, General Prime appearing as the animating spirit of a grand revolutionary caucus, attended by representatives from France, Spain, Italy, Rome and Ireland. The plans of immediate republican movements in Rome, Spain and Great Britain were discussed.

THE SUITS AGAINST GEN. WOOL.

The two suits against General Wool for false imprisonment during bis Military Governorship at Baltimore in 1861-62, recently pending before the United States District Court of that citj, have been decided by awarding both plaintiffs one cent each as damages. -t rfi A

RECONSTRUCTION MEETING AT MOBILE. Four thousand citizens of Mobile held a public reconstruction meeting in that city on the 19th inst., at which Judge Busteed presided.

ABOUT SURBATT'S TRIAL.

The Herald's special says, it is probable the trial of Surratt will not come off, as the impression prevails among the adherents of the Administration that his mother was innocent of the crime for which she was executed, and trial of the son would only make the fact mofe apparent.

THE REVENUE RECEIPTS.

The Timos' special says the Internal Rovenue receipts are now averaging about $500,000 per day, and for tbe month of April will reach about $1,500,000. Tho aggregate recepts for the present fisoal year to date, are two hundred and twenty millions.

POSTAGE STAMPS CAPTURED BY THE PIRATE FLORIDA.

During tho war the pirate Florida captured from a United States steamer, ten thousand dollars worth of U. S. postage stamps. These finally found their way to Canada with the hope of realizing on them, but tho Government has succeeded in getting an injunction upon their sale. The case is regarded as a very important one, and will probably eventually get before the House of Lords, when the whole subject of privateering will be decided upon.
