JUST at the time the ex-rebel officers at the South are engaged in a fervent effort to convince the colored people that
Under this order thousands of negro soldiers ^rere shot and hanged. What an amount of impudence is necessary for the approvers and executors of this barbarous decree to ask the votes of colored men on the sco»e of being "their best friends."
THK parties in New York who, a few months ago, invested in the thirty million Mexican loan at the rate of from 10 to 00 cents on the dollar, United States currenoy, "7 per cent, interest, payable semi-annually in gold," are anxiously looking for their interest. The agents declare ^they havo no funds to meet such obligations, and a protest for non-pay-ment has been entered by a Notary Pubic in behalf of the holdier. Jaurez, now that he has the means of squeezing the Jklexican people, ought not to neglect the con tiding souls who helped him into position^ Probably he thinks it easier to swindle New Yorkers than to rob his own people.,
FOUR houra out of twenty-four is all the time that is now required to do all the business that the Atlantic telegraph Las to do. .This is not a consequence of a lack «»f desiro to use the cable, but of a continuance of the system of high charges with which the telegraph company commenced operations. There is business enough between this country and England to keep the cable in constant employment, but as. long as the tariff on messages is almost prohibitory, none will avail themselves of it but those who cannot help themselves. his will, doubtless, continue so until the now American Atlantic Company, from this country to Portugal, gets into operation, when, probably, the public will be permitted to oxpcrience the benefits of competition. A reduction in the price of tolls is needed, and nothing but tbe construction'of the American" line will insure that benefit to the public.
