As Lard timos come 011 great distress and want come among the laboring population. This is always the case when the supply of labor begins to exceed the demand,and at such Units we hear of strikes ana riots all over tho couutry. During the past lew months these scenes have ben. commencing in the North and West. Lately in Pennsylvania and in New Jersey there have been extensive riots in tho minifig rubious of those States. Labor strikes are bucoming common also in alILK91 every quarter, and conflicts between employers and uiuployes. Those occurron,Jft are always to bo deplored. While laVr should always bo adequately rewarded, yet such methods of obtaining it are to be condemned. They rarely over result 111 any permanent good to the employes who resort to them. They tempo-ral-.ly or seriously embarrass employers, und render them unable to raise the means Jiece sury to furnish steady work at any price. In such times as these the excossivo accumulation of labor in the large cities promotes tho greatest suffering. It ought to seek tho countrj or become distributed throughout U10 smaller towns.— Agriculture always allbrds a wide field for labor in this country, and will furnish, at all events, a living to the industrious.— There ought to be some systematic effort to divert tho excess of labor from the cit ies to tho farms before the times become dcspoi ate.

A short while ago every effort was intido to keep out Northern men. No foreigners ot any description wero made welcome or given any prospoct oven of a livelihood. The policy of slavery and of slaveholders wns from tho beginning to discourago immigration and t« drivo out all the poorer class of whito inon. Since slavery has been abolished the true friond* of the South aro beginning to see that it needs a denser population and a wider distribution of lands to grow and koep apace with tho North. Some of the rebel States aro now making overtures to immigrants, and holding out inducements to any body who will como and sottlo in them. The lust effort, in tlii-s line, that we have seen, comes Irom Vugtua. ller Legislature, cow in session, invites "immigration embracing pnvons troin all countries, to "Virginia, to settle her surplus land* and cngngo in all great industrial pur "suits." Tho saiuo body recommend: the holding of primary meutings throughout the various countuts of the Stale and the appointment of a suitable agent in each to collect and communicate information to induce settlement* therein. This is the true policy fur all tho Southern States to pursue, i'hov *ro now wasted by tho war and need a new infusion ot population. No portion of the United States la more attr-ietive 111 climate, more productive in soil or more inviting as a permanent homo than many portions ot the Southern States. If the emigration from Europe could bo turned in that di» rection for a few years to come or even a portion ot it, ihe late rebel Slates would soon flourish again. The knowledge ol the bouthcrn country obtained by the vast army of volunteer soidiers engiged in suppre.-sing the rebellion and disseminated by tlicm is calculated to induce many to remove from the North ahd seek a luturo homo in the South. All that now required to repopulute tho Southern States is tb.'tt they shall speedily comply with the requirements of Congress and reinstate themselves in the Union and then hold out iuducemonts for immigration.

Keform Party in EnglandIn England the Keform Leagues are becoming numerous and very strong.— They are now preparing for a ghtnd conflict, at tho polls, with the jiristocracy of that country. Tho British Cabinot have a bill for reform before Parliament which contains some concessions to the Helorin Party, but only enough to make it odious and to call forth its fierce opposition. It is expected that this reform measure of Earl Derby will soon be pressed to a vote in the House of Commons ai.d will be carried against tho government. Ii this result follows, tho present ministry must resign and this may leud to a dissolution of parliament and a general election. The Keform Party feel confident of carrying a popular eloction, if it can be brought about ut this time.— Such a result would work great political chunges in England, and bring such reform* Into her foreign and domestic policy as would startle Europe. Ho expresses, perchance, a.fervent desire that tho heathon may be covertod to christianityj and we catch ourselves saving, "Docs he mean this sort of thing?'1 When we pronounce this word chnstiamty, it calls up recoflections and association that do not exactly harmonize with tho scene around us. We think rather of the fishermen of

Palmline, oinlhe Tonely seashores of the hunted fugitives of Italy and Scotland we think of it as some lowly, and suited to tho lowly—a refuge for forsaken and defeated, not the luxury of the rich and the ornament of the strong. It may be an infirmity of the mind but we experi ence a certain difficulty in realizing that the sumptuous and costly apparatus around u6 has anything in common with what we have been accustomed to think was Christianity.

Sometimes the incongruity reachosthe point of the ludicrous.' We recently heard a very able and well intended preacher, near tho fifth avenue, ask the ladies before him whether they were in the habit of speaking to their female attendants about souls salvation—peculiarly those who dressed their hair. Ho especially mentioned the hair dresses, because, as he as ho truly remarked, Indies are accustomed to converse with those artists, during the operation of hairdressing on a variety of topics, and the opportunity was excellent to say a word on the one most importaut. This incident perfectly illustrates what we mean by seeming incongruity between the ancient cast of doctrino und the modernized people to whom it is preached.

Wo have heard sermons in fashionable churches in New York, laboriously pre' pared and earnestly read, which bad nothing in them of the modern spirit, contained not the most distant allusion to modern modes of sinning, had no saita bleness whatever to tho people or time, and from which everything that could or interest human soul living on Manhattan Island, in the year 1867 seemed to have been purposely pruned away, and perhaps, if a clergyman really has no mesago to deliver, his best course is to utter a jargon of nothings.

Upon the whole, the impression left up on the mind of the visitor to the fashionable church is, that he hns been looking, not upon a living body but a decorated image.
