^Bankrupt Registers Chief Justice Chase is reported 'to have declined to appoint the Registers provided for in the now Bankrupt act until ho can confer with the full Bonch in April. He is reported to be -even now overwhelmed with applications for appointments. Tho appointments will be more numerous, it is said, that is generally supposed, and will average one to each county of any importance. The plan indicated is to appoint none but first Class lawyers, who wi|l bo subjected to a rigid examination, the position being deemed of equal importance in many respects to that of District Judgo of tho United States Courts. The fees are to bo made remunerative enough to command the best legal talant, and whero there are many applicants for the benefit of the act, to mako the office of .Register highly profitable. Tho now law is an experiment in this country, and it is doubtful how it wilt work. If tho Supreme Court puts its elocution into good hands it may prove a success, although thoro are many things in the law that seem at first glance to be objectionable. ~~tt

Tho English and Irish newspapers which arrived by the last steamer were llllod with tho details of tho late Fenian outbreaks in Ireland. Tho reports given are not at all flattering to th insurrectionists. There was no order or concert of action of any kind. The whole thing consisted of a series oi mere petty riots in different parts of the country, the principal locality being tho four counties of Cork, Tipperary, Limerick and Waterford. The ordinary police force of tho country was sufficient to quell the disturbances and everything is now reduced to comparative order ngain. Tho appearance of additional Euglish troops in Ireland will soon close out tho whole thing. If the Fenians have any organization or any leaders, worthy the name, they ought to proveL,t tho happening of suoh outbreaks. They are discreditable to the cauee and injurious to Feuianiam in every view. If the late occurrences were the result of any preconcerted plan they aro a disgrace to tho Fenians, We think that Irishmen in this country will not have much further to do with it. At thus far managed it has proved a failure all around. The sums of money lavishly contributed by Irish men and women in this country havo been squandered foolishly and tho whole cause has lost any prospect of success.

season in oar neighboring State of /entucky. Helh, the rebel Democratic candidate for Governor, inaugurated it in alpeech~at Leidngton lasTweek. He is reported to have justified the. late rebellion, insisted on the exploded doctrine of State's Bights, denounced Congress in unmeasured terms, raved about the recon struction bill and sworn that the Democrats of Kentucky wouldresist its enforcement. This sort of talk is a fair sample of Kentucky Democracy. The party in that State wants reconstructing about as badly as the rebels in the Cotton States, and in some localities infinitely worse.— There are true and loyal men in Ken tucky who, of course, are arrayed in oppoposition to the doctrines announced by Hzlm, but we fear they are in the minority. £he Democratic leaders of the Stat« are little better than actual rebels and seem to be striving to bring upon them' «elves and their people the honors of an other civil war. They have profited bat little by witnessing the sufferings of their Southern brethren or seeing the forbearance of the Government towards thom selves. It may be well enough for them not to be too rampant or defiant in their treason. A time of reckoning may come.

Doct. Nott, Prof. Ow*N, ex-Uoveruor Dusnino, Messrs. BkoaD- ., WSU., Hlii, CUNUINO, Jobdon, Mbbkpi'm, and others addressed the meeting. \VtoS.' Owen presented the outline of a pluu for increasing the usefulness of the university, and pledged the best efforts of thojacuity towards carrying it out. If \#we may judge from the spirit manifested by the Faculty, students and citizens the appropriation of the Legislature has been weti bestowed. The State has too long neglected its own university and suffered it to languish for want of pecuniary support. Wo hope it will, in the future, be liberal, and make it a first class seat of learning. •fc.0' rrt

Among the companies which had the fairest prospects were the "National Petroleum and Mining Co.," the "Indianapolis & Louisville" ditto, "Indiana & Ken tucky," ditto, the "Warner Anteclinal' and "Hoosier." There were probably not less than two hundred thousand dollars invested in the operations of these and othet companies by citizens of Indianapolis and it is a matter of grave doubt whether five thousand dollars in theag' gregate have returned to the pockets
THE CITY WATEB-WOBKS.
The papers report that the project of supplying tne city with water by a reservoir and the requisite machinery on Crown Hill, is about to fall to the ground. The statement was not authoritative, and may prove to be without foundation. It is a matter of fact, however, that the enterprise has not been heartily seconded by our citizens, while its management and prosecution has been left aim ost entirely to non-residents, principally to Mr. R. B. Catberwood, of New York. Plans submitted to the Council last summer or fall showed the work was entirely feasible,that it could be finished in a reasonable length of time, and at an expenditure of money which should notalarm a city of fifty thousand inhabitants, especially when a company proposes to advance the means and then tax the citizens in the way of reasonable water-rents, etc.
The rights and privileges asked by the company were granted by the Common Council on the third of last November, and Mr. Catherwood is now having design*, plan* and other preparations made for the prosecution of the work. Under the provisions of the charter the work must be actively engaged in. on the ground, during the present year. A FOUNTAIN IN THE CIRCLE—OB A BOBS.
It has been intimated that in case the water-works are completed as contemplated by the company, one of our wealthy citizens will, at his own expense, erect a magnificent bronze fountain in the Governor's Circle, embellished with beautiful designs, statuettes, and other appropriate illustrations, after the manner of the proposed Tyler Davidson fountain of Cincinnati. The location is certainly all that could be desii^d, and such an instance of individual munificence for the public good would secure enviable fame aud ev. erlasling gratitude to the donor.

An act to provide for the protection of fish, defining the time in which they may be trapped, netted or seined affixing the penalty for the violation of this act, and declaring an emergency.
Sec. l. B» it enacted by the General Assembly of the State of Indiana, that it shall be unlawful to trap, net, shoot or seine fish in any of the lakes, rivers oi small streams within this State, for the period of two years from and after the taking effect of this act, and at all times thereafter, between the first day of May and the first day of September of each yoar and any person, or persons, found trapping, netting, shooting or seining fish in violation of this act, shall, upon conviction thereof, ba fined in any sum not exceeding twentyfive dollars, nor less than five dollars promML, however, that the penaltihe proscribed in this act, shall not be enforced against 'persons taking fish out of the Ohio ana St. Joseph rivers.

Something less than two years ago there were six or eight oil companies in this city ii* the hey-day of magnificent pros* pects—chuckling over the reports of big strikes, and confident of unbounded sue cess Eaieh individual stockholder looked forward to the time when his shares, which cost him only a few hundreds, should be worth as many thousands—not to say anything of the promises and prospects of the shares being "watered"—and paying dividends of a most agreeable character. In many cases really fabulous prices were put upon stock, and there are few who held the paper who will not admit, if thiey admit anything, that they had good opportunities of selling at a pleasing fig ure. But alas! the fickle goddess smiled only to deceive, and the companies, with hardly an exception, have "gone up the spout.'' In fact it is hard to find an individual who will own up that he took risk in the oleaginous venture.
2. Whereas, an emergency, is de
clared to exist for the immediate taking effect of this act, the same shall therefore take effect and be in force, from and after its passage. Approved March 9,1867.

imt MISCELLANEOUS.:"' The reported dissatisfaction existing in regard to the city ticket nominated on Saturday last, is due more to the talk of unsuccessful candidates and their friends than anything else. The ticket will be elected.
The Democracy are hard at work en deavoring to get up a submarine city ticket. They are manipulating certain independent and discordant elements' The great sanhedium, it is reported, is not over confident of success —their proposed plan of action not having succeeded much at the last elec tion.
The acts of the Legislature will not be published before the first of May. The Secretary of State is diligently at work and will get them out at the earliest moment. J. C. B.

the hopefiil adventurers^, The "Warner Co.," whose territory is, I believe, in West Virginia, is successful, it is said—at least in getting oil. It has on hand several thousand barrels. The wells are located within a stone's throw of a railroad, and transportation is a matter of no difficulty but with the crude material selling at 5c per gallon, the com pany has not been able to declare any dividends, so far as heard from. The "Indianapolis & Louisville," working in Barren county, Kentucky, has also a large amount on band which cannot be disposed of for one dollar per barrel. The company has excellent territory and two flowing wells. Persons interested in the latter console themselves with the reflection that "it is only a question of time." If there is any consolation for the others, I have not been advised. ,,
