The establishment, when put into successful operation, will be an important market for those of our farmers, who choose to cultivate corn for the purposes referred to.

And not only this, but it will require the labor of many hands who will be ob-

to have houses to live in, and who will add just so much more wealth to the city. Their trade will bo with our dry goods merchants, grocery dealers, butchr ers and others. Our population will be thus swelled to a still greater extent, and the general businoss of the city facilitated in a similnr proportion. It i3 the duty and interest of all classes to encourage the establishment of manufactories in onr midst. Terra Haute has lost largely hitherto by not giving the proper attention to this branch of its business. In order that manufacturers may be proporly and fully sustained by all the resources of the surrounding country, Jwe must have good roads, to enable people to reach the city at any time of the year, from all directions. In this regard, we are now lamentably deficient. Railroads cannot bo put in operation to all points In tie country, hence wagoning produce of all'Vinds to market, to a givat extent, must still be resorted to. But with the present roads, half the year, trade is suspended, and merchants and business men generally, are left without customers, and henco enjoy a period of mourning over the dullftess* of trade. Would our city'prosper, in ft tuanner commensurate with its geographical position, and the wealth of the surrounding country, she must sacriflee something for the purpose of building up «*^)ifactories, and constructing

Tax State of Connecticut will hold an election for Governor,.' State officers, add four members of the 40th Congress, on the 1st of April. The nominations have been made by both political parties. The Republicans nominated Qen. Joseph H. Hawley for re-election as Go^erntor, ©li* ver H. Perry tot Lieutenant-Governor^ William T. Elmer for Secretary of State, Henry G. Tainter for Treasurer, and Leman W. Cutter for Controller. They also nominated for Congress the -following. named gentlemen: Henry C.: Deming, 1st District, Cynis Northrop, in the 2d, H. H. On the contraryi(the .Democrats have nominated James E. English for Governor, Ephraim H. Hyde, Lieutenant Govvernor, Leverett E. Pease, for Secretary of State, Edward S. Moseely, for Treas« urerer, and and Jesse Olney, for Control]* er. For Congress, they have put in nomination Richard D. Hubbard, Julius Hotchkiss, Earl Martin aud William H. Barnum. These gentlemen represent principles of the most antagonistic character, and indicate at once that the campaign is tp be of the most extraordinary character. The Republican party is destined to triumph,if it works with that vigilance and determination which has characterized its campaigns hitherto in that State. Nothing however, but the hardest kind of work can ensnre the election of the Republican candidates, for the vote is always close, and a change of a very few ballots might result in a democratic triumph. In 1864 Lincoln had 2,406 majority Buckingham, in 1855, had 11,035, while Hawley, last year, when "my policy" was used with such effect, had. but 541. These variations, and close votes at different elections, cause Republicans, in other States to watch the progress of the canvass with much'interest. Connecticut is one of the two or three States the Democracy can hope of carrying. The leaders of the party there are endeavoring to mal?o the fight on false issues, as usual.— English is in the canvass for the purpose of vindicating the record ,his democratic friends made during the war. While he he was at'home fighting the Administration, and opposingfthe war upon the rebels, Gen. Hawley was in the army periling his life in defedce of the Union and Constitution. Then also wa? Thomas Seymour and Toucey at home battling, as best they could, against the Union forces, but their conduct finally became so odious that they are kept in the background new, in order not to prejudice the candidates of their ticket. We trust the Union men of that State will make a vigorous fight, ani thus win an other victory. •,,

Tlie Tetoes.

Presidential vetoes have become. as plenty as blackberries in June, and about of the same consequence to the country The "Reconstruction bill," the "civil office tenure bill," the "military bill," and various other acts which have been elaborated and passed by Congress recently, have all been promptly vetoed by the President^ and as promptly passed over his objections. A veto is now expected by Congress, as the general rule, for any important measure passed by it. In fact, if letter writers are to be believed the, Pres* sident's vetoes are prepared long before the various bills are fully discussed and enacted. Mr. Johnson does not take much by his motion in vetoing the laws of Congress. Fortunately that branch of tbe Government i3 sufficiently united to sustain itself and pay no attention to the exercise of the one man power. If it does Mr.. Johnson any good to write veto messages, Congress has no objection to his doing it. 'The Effect of them is harmless, and they onfyimpede legislation, while they are being read and acted upon. We have not the -space to print the varioup veto messages of the President,, and presume nobody wsuld read them if they were printed. It is simply sufficient to say that'Mr. Johnson 'vetoes and Congress, at once, passes the law over his head. This is all right. The country has long since decided the quarrel between Congress, and the President in favor of the former, and has not much interest in it except to know that Congress comes out ahead every time tho two lock horns. It has now become a matter of indifference with the people whether the President approves or disapproves any law. They

li^S^i§Loaii Certificates. \if/ Congress has passed an act which provides for the funding of the compound in* terest notes, now outstanding as, they foil due. Tho first issue is due in July or August next', and must then be met. To do this Congress has authorized the Secretary of the Treasury to issue temporary loan certificates, bearing threo percent interest, principal and interest payable in lawlul money on demand. National banks are authorized to take and hold these certificates as part of the reservo, they are compelled by law to keep on hand to tho amount ol" forty per cent of the required sum. The issue of loan certificates is limited to fifty millions of dollars. This arrangement is equivalent to taking up the compound interest notes as they fall due with cash, giving the Secretary of the Treasury fifty million* of cer» tilicates asa margin to work upon. We should have preferred to have had Congress issue "greenbacks" and taken Up the interest notes therewith. The compound interest notes were a mistake in the way of currency. The accruing interest upon them caused them to be hoarded up by the banks, and they did the public but little good. It is well to get rid of them but their places ought to have been supplied with legal tender notes. The people want more currency and leu interest bearing obligations in their present financial condition.' eJ*»/ 1.
