Friday last, a vote was taken in our State Senate to express the individul preferences of Senators as to the location of the State Agricultural College. Oar Senator, iir. Haxna, voted for the Tippecanoe Battle Groun^, as did also a majority of the Senate. The choice was finally narrowed down to the Battle Ground and Indianapolis. Some Senator cast a vote for our city. This vote was wholly complimentary. Terre Haute is "not in the ring as a competitor for the Agricultural College,,and is content that our Senator shall use his own discretion in voting for a iooation. Our citizens are desirous to see the College located and well endowed by the State and are not contentious about .Jbe place Ouf chief local interest iB to get a proper appropriation for the NormaT School at this place.

As throughout our great Civil War, it was copll^entlyawerted by our Democratic leaders and implicitly believed by their followers that the Union could never be restored while the Republicans remained in power, so it is now asserted by those leadtn'-'and believed: by those followers that the Union cannot be constructed save under Democratic rule. Prophets are apt so to act as to verify their own predictions if possible and the Democrats in Congress vote with Messrs. Stevens Bobtwell& Co in order to prevent and preclude any Republican reconstruction. l^ta Iteij^ocrats want reconstruction homing that none is needed. In their View, the Southern States are all right ao'ir, and neeft only recognition. Give all power to the late N^els put their feet on the necks of the loy il blacks, and tbeir sort of ^csbiUtruction is perfect. To stave off reconstruction is to give afresh chance for. ,^ie success of this programme. Hence their action on the Sherman bill. l^ie bemocrats contend tliat the Republican* are managing to keep the South permanently disfranchised, and ut all events preclude her from voting for,next President. Mr. Stevens says frankly that he is in no hurry for Reconstruction. The Democrats so vote and act as to give hinpt power "to prevent, or at least postpone it. By their aid, a small minority of the Republican party overrules and defeats the majority. Thereupon they will turn short about, and denounce that majority as hostile to a restoraiion of the Union 1

This is about half true. That Mr Johnson was and still is the victim of hU vanity cannot be denied. That he, a "poor lyhile," who even as United States Senator ^iud been looked do\rn upon, and treated with contempt as J&eial inferior by the aristocracy of the South, should now receive their fawning adulation, was peculiarly gratifying to bn ambition, cot to say his revenge. Sherry C. Hunt•- presided and speeches were made by Claiborne and Hutchins, of the Times, and other prominent Democrats.
Along series of resolutions were adopted declaring that any attempt on the
part of the, co-ordinate branch of the Government to usurp or exercise power belonging- to another, is subsersive of the principles of Constitutional liberty, and Bhould not, under any circumstances, be dermitted that the Federal Government is mere agent of the States, and any attempt on the part of tfiat Government to impair or abridge the authority of the States should be met and debated that tho Constitution provides for the admission of new States, but not the law lately passed by Congress to reduce nino States to Territories, and govern them by military power is a flagrant violation of the constitution, a practical dissolution of the Union and should not be submitted to that the lato decision

Surratt Arraigned in Court. Wasbimqton, Feb. 23 —Surratt was to-day arraigned before the criminal court attired in a suit of black. When brought into the court his hands were hand-cuffed, but at the request of counsel the court ordered them released, and the indictment w4s read to him by the Clerk.
Surratt entered a plea of not guilty. The Court asked, "how will you be tried," io which h« replied "by,my countrymen," when the officer added, "then may God send yon a safe deliverance!" He was iiuiiticiiiied and remanded to jail.
No excitement was manifested during bis presence in court. tt&nford Conover, recently convicted of perjury was also present to await sentence, the prisoners being side by side at the bar
No day has yet been fixed for Surrttt's trial, but it is thought it will be in March.
