Mr. Trumboll, from the Judiciaiy-Com* mi tee, report a joint resolution prohibiting payments from the Treasury to persons not known to have been opposed to the rebellion, and in favor of its suppression, with an amendmont striking out the provision above quoted, and waving the bill to prohibit the payment of any claim of such person occurring prior, to the 15th of April, 1861, and that no portion shall authorize such payment until this joint resolution is modified or rejected.

Mr. Hendricks, from the Judiciary Committee, reported a bill to define and punish certain crimes therein named, with amendments striking out the whole bill, and inserting that, "if any person shall rob another unlawfully in custody thereof, of any kind or descriptiod of personal property belonging to the United States, or shall felonously take and carry away, the person so offendiag, shall on conviction, bo punished by a fine not exceeding $5,000, or by imprisonment at hard labor not less than one year or more than ten or both, at the discretion of the court."

Senate telegrams, and other official fcommunications relative to the massacre of troops by tbe Indionapn the 21st of December near. Fort .Phil Ke«rn§y are rectived.

The report bf General Cook shows three officers, Jjieutent Colonel Fetterman, Capt Brown, and Lieutenrnt Greenwood and' 90 men were killed.

Lieutenant General Sherman in forwarding.a partial report of the commanding General, says he can.make no recommendations for a court "martial, until he receives the sub-report of Col. Canington, arid Gen. Wessel.

On the 28th of January, Gen. Sherman forwarded to Gen. Grant an extract from 41 private tester received at his office, from the sergeant at tbe Fojt, describing tbe horrors of the massacre.
