Canadian Affairs—Banking. TORONTO, Dec. 17.—On the matter of the Bank of Upper Canada failure an action has been entered in the Court of Ghane€ry, against the Bank, by H. L. Hyme, .on Dehalf of himself and the share* holders, for an account of money expended in the purchase of stock. The directors of the bank are asking to hold them personally liable to the stockholders for aniouut thereby expended improperly.

Society yoted.last night not to sell Tarnmana Hall. The meeting of the workingmen at Gooper Institute last night was addressed by R. J. Revelick, of Detroit.
Resolutions were adopted in favor of the eight hour system. ^Mexican advices by correspondence .state Maximilian had renewed attacks of fever. The Ministry were confident of his early return to the Throne.
At Jalapa there wa9 great scarcity of provisions., Amanti- American meeting was held at Vera. Cruz in the latter part of November, at which agents were busy circulating a report damaging to the intentions of the United States, in her interference in I. Mwinan affairs. It was urged that she proposed to annex Mexico.
When the Susquehannah arrived, the people were convinced she came for the purpose of completing the transfer of .Mexica to the United States.

WASHINGTON, Dec. 18.—The BepublicAQ Senators and Members of Congress were in caucus in the Hall of Representa** tivesthis evoning, Ramsey, of Minnesota, in the chair, and Maynard, of Tennessee, Secretary.
The only business considered was tho reception report of the Executive Congressional Committee, appointed last session, to attend the management at the canvass. The report was approved, and the Committeo was directed to mak^ assessments on the seats that had not contributed the quota of expense of tbo canvass. The Committee was authorized to act until another shall be appointed.
Mr. Hurburd, Acting Comptrolly of Currency, res pod ed to tho resolutions of the|House, calling for information respecting certain National Banks, which it was alleged had failed to comply with the requisition of the law, requiring a reserve of money. He says, on October 1st, fifty banks were more or less deficient in their reserve, and they were immediately notified in accordance with law not to increase their liabilities by making new loans or discounts, other than by discounting or purchasing sight bills of exchange, nor make any dividends of their profits, until the required reserve of lawful money was restored. Special statements nnder oathi once a week, for four conse:utive weeks, were also demanded, and in every aase the returns were prompt, and satisfactory statements are now made only quarterly.
The Acting Comptroller recommends that they be made monthly, exhibiting the condition of the banks, and thinks the re* suit would be salutary if the banks of New York, Boston and Philadelphia would arrange so as to report each week through a clearing house, such banks as might be deficient.'*'"""
Escaped Prisoner Recaptured—Railroad Matters. CINCINNATI, Dec. 18.—James Barnes, one of the murderers of Leonard Moss, who escaped from the Falmouth, Kentucky jail^ on Saturday, has been recaptured.
There were 70 deaths from cholera in Covington, Ky., from July 1st to December 17th.
Arrangements are about being made, by which the trains of the Ohio & Mississippi Railroad Company will run into the city over the track of the Atlantic & G-

SENATE.—Mr. Johnson presented the credentials of Hon. Wo. Jones, Senator elect from Arkansas. -Laid-the table.
Mr. Sumner presented a memrial from the Union League of Norfolk, protesting against the policy of the accidental Resident, and asking the appointment of Judge Underwood as Territorial Governor of Virginia. Refetred.
Mr. Trumbull presented a memorial from the loyal cifizens of Louisiana, stating that the presont political powers of the State are not loyal, or republican, and asking that they be superceded, and a Territorial Government established.
HOUSE. Mr. Orth introduced a resolution requesting the President, if not in* compatible with the public interest, to commuuicate to the HOURO, copies of all correspondence en tbe subject of the evacuation of Mexico, not heretofore officially published. Agreed to.

WASHINGTON, Dec. 18.—Quite a contest has been sprung upon the Souse by an effort to strike out'of the general appropriation bill the large sum appropriated for publishing the debates of Congress in the Daily Globe. The effort, however, will fail. 5 if.%• 8J I
Mr. Hale, of New York, said if there was to be any change, he favored leaving all reporting to private enterprise.
The Committee on Finance have agreed to take no vote on the bill until after the Holidays.
The House jCommittee of Ways and Means have commenced a revision of. the Internal Revenue Laws, and will conclude their labors durin3 the session, so as to report a bill when Congress re-assembles in January. It is believed that ther^te of taxation will be materially rediu&d on many articles, and possibly on cotton.
The Indiana Conspiracy Case. NKW YOKK, Dec. 18.—A Specials from -.Washington-says the decision of the Supreme Court in the Indiana conspiracy case is regarded as indicative that the court will not favor the extreme opinions on political questions.
The Ashley impeachment resolution will eventually pass. It loqjcs to a general investigation rather than impeachment.

The Fenians at Cincinnati. CINCINNATI, Dec. 18.—The Fenians held a very*large and enthusiastic meeting at Mogart Hall, last night. Addresses were made by Senators Morrison and Fitzgerald and, and considerable money was collected. President Roberts was not present as was expected.

Devlin usked leave to withdraw the plea of not guilty, that he might challenge any of the Grand .Jury and have the indictments quashed, contending that the list was illegally formed and that it did not comply with the provisions of the law.!
The Judge adjourned the court till tomorrow to consider tha point.

WASHINGTON, Dec. 18.—Secretary McCulloch has issued an order stating that much irregularis and delay has prevailed among tho Inspectors of steamboats in rendering returns to the Supervisory Inspectors of their respective districts. He notifies delinquents that this direlection ef duty renders them amenable to the law and requires that any violation of the same shall be at once reported to the Department,
