Foster of the 13th Regiment not having accepted the appointment of Captain in the 19th Regiment of LVited States Infmtry, the position has been given to Adjutant Chas.O. Howard, r,( the Fth Regiment. Six ambulances were in Kvansrille the other day for the u-e of the 4M Regiment, Colonel Jones. Capt. Andrew battery, attached to Col. May's 11th Michigan Regiment, which accompanied it to Kentucky, has been ordered to Fort Monroe in Katern Virginia. A member of the 1st Regiment, Colonel McMillan, writing from Baltimore to the Kokorno Tribune, say: The poople down here ate death on any thing bearing the rebel color red, white and red. Here is an extract from General Dix'a proclamation, a burle-wjue of course: "All babies having red, white and red 'ckings on will be ent te Fort Lafayette. Red and white cows are required to change tLeir spots, or take the oath of allegiance. Red and white variegated flowers rau.-t be altered to include blue. All white persons having red hair and moustaches or wisker are hereby warned to have one or the other Jyed blue." The Regiment is in good health. There are only about twenty men in the hospital, and none of them, I believe are dsi.gerous ly sick. The Evansville Journal of yesterday asys the Hetty Gilmore arrived frcm Green River last night. We learn that one of our soldiers who was taken prisoner during th Ute Sacramento fight, had returned to mir camp before the Oil more left. He reports that the rebels lost oue Lieut. Colonel, one Captain, ihre Lieutenant and tweaty-sevea men. Our loss la eight killed (including Captain Bacon) and thirteen prisoners. The 431 Indiana reginvnthad arrived at Calhoun. The Committee is also maturing a tariff "bill, the provisions of which will largely increase tho duties on man? articles of general consumption. OlHcial information received at the Medical Department of the army of tho Potomac, states the mortality is less" in proportion to the number thau in any American city. The Herald ays our news from Port Royal, by the Ariel yesterday is interesting. The Britiah steamer Fiiigal attempted ty run the block ado at Savannah, but was foiled. She got ready to make her way through Warsaw Sound, but information having been received from a deserter, the gunboat Ottawa was dispatched to the Sound, and on her arrival the rebel mofquito fleet of Tatnall'a came down to attack her. After a brisk engagement a hhell was put through Commodore Tatnall's vessel, when he retired. The escape of the Fingal was thus frustrated. A Spanish schooner without a name, but laden with a valuable cargo of Havana cigars, shoes and other stores, was chased, run aground and burned at Cumberland Inlet on the loth ult., by the boats of the Bienville and Alabama. It gives a general history of facts and figures, showing the part Massachusetts has thus far taken against the Southern rebellion. The war expenses foot up nearlv $3.3.000, to offset this theState has been reimbursed by Government $775,000, d by other sums miking the aggregate refunded nearly $1 ,000,000. The troops sent into the field, both for three months and threo years, with the exception of one battery, have been fulJv armed and equipped by the State. The Governor recommend- the State to sssuroe the collection of the direct national tax of Sl.l, being its proportion of the $',0.000.000 authorized by Congress. The Slate has contributed five regiments of infantry, one battery of artillery, and one battalion of rifles of her militia to the three mmiths' ervice, ar.d to the three year sen ir she his scr.t as volunteers twenty-four regiments of infantry, one of cavalry, five batte ries of artillery, two companies of Sharp Shooters, and an infantry battalion of hve companies. Au extra seniou of the Miahigan Legislature convened at Lansing, yesterday. 'The Governor's Message suggests a liquidation of tho direct Federal tax by releasing the Federal Government from reimbursing the State on account of war expense! to an equal amount Si 1.000 men have been furnlbhed by Michigan for the war of which ten rcgimcuU for threo years ono battery of artillery, and one regiment of three months' volunteers have been raised at the expense of the State castting $339,000 of which 1192,000 has been refunded by the U. S. Government. In view of tho manifest disposition of foreign powers to intermeddle in our domestic affairs, he recommends that provision be made for the organization aud uniform of the militia to constitute an active force, and the speedy enrollment, to bo nubject to draft at any time, and while not favoring the erection of extension of extensive fortificatiocj he advises the Legislature to urge upon Congress the immediate necessity of establishing at some convenient point in the northwest an arsenal and manufactory of munitions of war, aud also a naval station to be located in Michigan, as being most advantageous, both from the extent of her coast and unrivalled resources for ship building. In alluding to national affairs, he attributes our complications abroad and trouble at home to the inactivity of the army, and sajs tho people will not tamely submit to see our armies used to protect the slaTe property of rebels when the most active means should be taken to suppress the rebellion, sparing nothing, und apologising to nobody for our actions.
