DETAILS ANNOIMtD FOR DR4FTDRAING
Humbert Will Not

Washington
The drawing will take place pubUcly at the senate office building and the numbers will be given to the press and the country by district draft boards aa quickly as the list can be printed and put into the hands of the boards by mail.
It will be necessary this time to draw one at a time, approximately 17,000 capsules, containing the serial numi bera and it will require approximately twenty-six hours to complete the task. I The first drawing of numbers was flashed to the country by wire as the s capsules were taken from the bowl, because, under the system then prevailing, the order of numbers actually Indicated the order In which men were
Wiled for service. The later creation of the classification systems, however-, i haa entirely altered the situation and the order numbers now only indicates jt, qtan's order in his class, and several considerations decide his class.
Intareet Less Thia Year.
'As all example, the first number out i the bowl might be 248. Number 248 might be held by a may 43. years old, maarted and having children. 'The fact that his number is the first drawn stands for nothing at all. He would aatomatlcaJIy go in the fourth class for dependency and unless the government reverse* Its policy of not invading the deferred classifications he never would be called for service. If the policy ever should be reversed all the men in two classes ahead of him would first i have to be exhausted. This, it will be seen, materially reduces the importanoe of hie number being first out of
ihe
bowL
Similarly, number 5,276, for example, might be the very last capsule drawn and the holder might be a man 19 years 4!ld, unmarried afid footfree. He would bo practically certain to be called to fcluty soon, despite the fact that his *rder number wa« at the bottom of "iilie list.
Furthermore, all the registrants liose numbers axe about to be drawn feave been sub-divided into, three classes for present purposes,. Those between 19 and 37 come first those from Si' to/46 come next and those between #8 and 19 come The numbers draitn are certain to be indiscriminatetared through theae classes, but
Very doubtful when the men above be called. Even though men ben It and 19 bfeld early order numbers there is no likelihood of their being among the flrst for duty.
Then added to the effect upon the order of service which has been worked by the classifications', is the business of deferment because of a man's
Occupation, which may be considered more essential to the winning of the war than actual service with troops.
Keep Needed Men at Home. The government has made It very clear that in this draft It does not want a single man in the army who actually Is needed at home. All these considerations it will be seen reduce the relative importance of a man's posltion in the drawing to his likelihood for I service.
The effect of the drawing aimply means that every man who knows he i -s fit for military service and has no v*"* reasons for determent can expect to be ready to be called for duty, quite i. irrespective of where his number come* out.
When the question of telegraphing Liie order of the numbera all over the I iUnited States was fully investigated it was found that to do so' would have 'I, entirely occupied all the facilities for dU 'ributing news for at least 24 hours con inuously. It meant that for 24 i straight hoars, possibly more, not a !t single word of news of the war1or events at home could bavo been published by the newspapers. The plan of having the government to use its II( ewn machinery—through the boards— 1 to distribute the numbers was then *ji. evolved end it brought the added adi vantage of making the list when finally
i
published an official one oiv which boards and registrants could absolutely depend. At the same time It left the ordinary channels of news open as
Under the plan aa perfected the pfoveet marshal general's office will distrlbtxts the official complete master list of numbers to the district boards by mall as fast as they can be turned out at the government i»rinting office. The beards will be instructed to give them oot to newspapers and the public as fast as they receive them. Newspapers can make their own arrangfcnenta to get the lists from the boards and the legistrant* oan depend on the lists as published in the newspapers which Will be a few days after the drawing.

about face and take care of the people in the home cities and of the problem in the rural districts. That the coming of democracy to the world was to bring with it a new era, on whose threshold we now stand and added that we, as Americans, were on trial by those nations which had never boasted being born with religious impulses and inspired by God. "It is the attitude of America toward religion which is going to give her a place in the sun and make her true to the ideal for which she is fighting, to give to every single soul the right to human happiness and democracy."
Rev. McDowell declared that the Centenary movement was urgent because it was an effort on the part of the church to uplift the work at home and in foreign fields and do its share in the world's evangelism. He cited the fact that the dilly-dallying policy of former years would not do now,
