A CORNERED OUTLAW.
The speecti of Von Hertllng, the German chancellor, yesterday, when boiled down, amounts to a warning to tho German people that the worst is yet \o come. They were expecting him to tell them how the German armies were going to repell the new assaults of the enemy and how the year's campaign was to end in military glory, if not in complete victory.
In the present dark hour there is no bright spot on the German horizon. Even Russia and Rumania, which are constantly cited as examples of what German military prowess can accomplish, were hollow victories, and are cold comfort at this time. Russia was overcome by treachery and Roumania was smothered because Russia did not give the promised help. THE NEW ATTACK.
Tribuhe war dispatches ^yesterday and today tell of the new attack which is engaging the American forces. Some apprehension has been felt back homo for the reason that the Americans confront the strong fortifications of Metz, the conclusion being that heavy losses will naturally follow such a movement This is merf surmise.
Metz today is probably tlie most strongly fortified place in the world. It has scarcely been suggested as a possibility that the allies, would ever attempt to reduce Metz by direct attack. With Foch in supreme command, there is still less reason to believe that any effort will be made to take Metz by storm. Foch's methods have not wasted men in such expensive undertakings. If Metz is indeed the objective of the present offensive, It will probably be threatened bji the usual Foch method, that of advancing on either side of a strong front.

The magnitude of Foch's force and the enormous scope of his campaign plans are evidenced by this offensive in a region far remote from the scenes of his former efforts.
