The $150,000 bond issue authorised by the council more than a month ago. which has been in the hands of th« government for approval before the loan c&n be made, is still being held up by the committee in Washington, and a letter asking for more information regarding the use of the money to bo raised in the issue has been received by City Controller William J. Shopherd.

In reply to the government Inquiry, Shepherd informed them tnat the throe streets to be paved with a portion of the ihoney borrowed were in a bad condition, and that they were essential to war work inasmuch as they were principal arteries into tb* city from farming districts north of th# city. This is the condition reported on North Seventh street and Lafayette avenue. North Thirteenth street, the remaining street upon which paving has been proposed, it is pointed out by the city controller leads to th* GHasselll chemical plant, which is *n- I gaged in filling enormous government •-». contracts for chemicals, and it i* very necessary that this street be paved.

In his reply he described thoroughly the state of conditions prevailing upon the three streets, and said that thoy were all but impassable. In the ease -f of each street it was pointed out that but a short strip of pavement was necessary to Join th* street* of the .., city to already paved roads, the latter paving having been completed at the expense of the county some time ago. Special mention of the $14,000 to b* appropriated for street work was by the government committee, the remainder of the amount not being que*tioned.

Rain and moderate temperature caused more favorable conditions for. corn from Nebraska, Iowa and Illinois northward, and improvement occurred in many southeastern and eastern localities, where rain occurred, but der terloration continued over much of th* Ohio Valley and from Kansas and Missouri southward. R.iin came too 1st* for upland corn In Missouri, while prospects for a fair yield in Kansas i* rapidly diminishing. Wheat harvest in late districts and thrashing made satisfactory progress in most sections, but considerable de'-.y and local damage was caused by r,..n in the northern and northeastern states. Soil moisture continued insufficient for fall plowing ia many central and southern districts. It was generally favorabl* for potatoes, truck, pastures and meadows ia the northern states and in many eastern and western localities, but it continued too dry in most of the Ohio valley and throughout the southwest. Stock is improving in the Rockv Moun» tain district.
