Germans Think They Can Gain Advantage.
,F TXWDCy??, Aug. 16.—Mine sweeping Is 'ne of the newest phases of warfare, so ew that it is still in the process of exeriment. The British method consists i towing a single steel cable over the ottom, which catches the moorings of rhatever enemy mines have been laid,
Jid reftg the mines loose, allowing |.hem to rise to the surface, when they iire syjik or exploded by rifle fire.
At present the British are conducting experiments to determine the size of the cables used, the size of the kites lused to sink the cables to whatever' |leptli it is desired to sweep, and even" io discover the safest sort of craft in1 -fvhich to sweep for mines, writes Clair ^t'rice in Ixndon Answ^fs. It is the jlnost glaring fault of the fishing trawl-" '-rs with which Great Britain, in comjo^jf^mon with the other warring powers, is sweeping for mines, that they draw fourteen feet of water, making them
Mite as likely to fall victim to enemy *ies, which are moored on an a veraa some ten feet below the surface, as "i larger craft they are designed to fttect. It is, of course, not possible to of the experimental craft which the ,vy is trying out for mine-sweeping Jjyrposes. •i "You can count on losing 90 per cent. '-of your crew when one of the trawlers hits a mine," a lieutenant of the royal naval trawler reserve told me. "With the new craft you stand far less chance of hitting a mine, and when you do you lose only 40 per cent, of your crew. ,A11 mines laid by Germany and England alike are fitted with the safety gear on their mdorings, which is required by the Hague convention. This gear automatically renders harmless any sea mine which breaks from its moorings and floats as a lost mine on the surface. But there is a vast different between the lost German mines a#i£tne lost English mines which have been discvoered thus far at sea. Many of the floating German mines have been discovered with their safety gear deliberately fiWl in two, so that the mine .% has not auomatically become harmless, but is as dangerous floating about as ~^ien it was moored in a mine field. i» done by the Germans solely be-

JJ, and they count on any vessel liich falls victim to their floating tines as being either ah allied or neu,tal vessel, Germany possessing no scruples about the sinking of neutrals. K This is a fact which has been demonstrated time and time gain by torpedo gig and mine experts of the British navy.
Officers of SAe mine sweepers usually run the sweepers in close to a German mine when one is found—i. e., from 70 sg to 100 yards—for the purpose of seeing 2 Whether the mine discovered is a new •ii type. This can usually be told by not- •, ing the markings on its dull red exterlor. If the mine is, of the usual sort—• 1. e., a globe, with four detonator horns if it has been laid by a surface craft (the submarines carry their thirty mines in tubes, so submarine-laid mines have no horn on top)—it is

sunk or exploded in the usual way. If it is of a new sort, a mine eipert 4s sent for, and the mine is brought back to the base for analytical purposes.
This is one of the most dangerous tasks that any man could wish for. The mine expert is usually rowed out to the floating mine which it is desired to salve in a small boat, and when about ten yards from where the mine is bodding up and down in the sea he leaps overboard and swims to the mine. Then, with a monkey wrench, he unscrews a circular piece at the side of the mine and takes out its primer, a job which is often made tremendously difficult if the mine has been in the water a long time and is coated with razorlike barnacles. With the primer out the mine may be towed into the base and finally brought up from the water and shipped away to an analytical station.
When the war was young a great many trick mines were loosed at sea by the Germans. Many of these were disguised as innocent wreckage, many were made to look like barrels floating at sea, and some had a dummy periscope attached to provoke a merchantman to ram, thinking he was ramming a submarine, when in reality he was blowing himself up*. For a time the sea was made filthy with this hideous trickery, but by this time merchantmen are too wise to fall victims to such devices.
MORE KENT, MORE TAXES.
WASHINGTON, Aug. 1«.—Raising of tax valuation on the property of landlords guilty of charging extortionate rents to war workers, it was announced today is one method by which the bureau of industrial housing. through the co-operation of local city governments, is undertaken to cheok rent profiteering.

NEWS OF THE STOCK MARKET
NEW YORK, Aug. 16.—A sale of Liberty tax-exempt 3^4s at the year's new high record of 100.10 was the feature of the early trading on the stock exchange today. Leading shares, especially equipments and shippings, were firm to strong, and leathers supplemented their substantial gains of the previous day. Changes among other specialties were rather confusing. Rails were dull, but mainly higher, .Northern Pacific gaining a point.
The market drifted Idly after the first hour, developing uncertain trend. United States Steel was again irrepular, canceling its large fractional fise of the opening, but other active shares held steady. Motors, oils and fertilizers averaged gains of one point, and shippings and Central Leather retained their early advances. St. Paul issues were almost the only rails to emerge from the general station in that group. Liberty 3%s made yet another maximum for the year at 100.12.
