America's most populous state comes out thus squarely for suffrage and urges Its representatives in.the senate to fall into line with the country's will on the
It is probable that many other state platforms this year, particularly those in the suffrage states, will make similar declarations upon the question of woman's right to vote. If the suffrage workers are able to get a large number of state conventions, lined up In their support, after the manner of the recent Saratoga gathering, objecting members of congress will find an uncomfortable fire smarted in home districts. The attitude of the New York republicans Is the attitude of increasing thousands of people in all states.
OVER THE HILL.
The Associated Press yesterday said for the first time that the engagements raging about Sola son* Indicated that German man-power Is on the wane. This is the first utterance of this sort from this reliable, conservative aewa agency.
For some months the Germans have been deliberately sacrificing the morale of the mass of their armies, by selecting for "storm divisions" those men who have the will to fight. They have trained these men solely for attack, and they admit the Inferior quality of their remaining units.
Here is evidence enough of the central powers' plight. There has been no talk of "storm divisions" by British or French or Italians no rumor of plans for such units from American headquarters. The allies' man power has not been depleted, nor has their morale been shattered to an extent which makes such a course advisable. Their troops are fighting troops, all, and can be trusted equally in the attack or on the defensive.
Th« allies, confident In ttheir strength, and no less confident In the spirit of the Individual soldier, have undertaken to maintain a general standard of excellence throughout their armies. This Second battle of the Marne has demonstrated the wisdom of their policy.
They were not picked divisions Of "shock troops" that flung back the lates# German drii e They Were Frenchmen, Britons. Italians and Americans, with the will to fight, and the Individual determination to win.
The "storm divisions'* are the best Germany has, and they have met their match and mors. This fact alone means more than the capture of many square miles of territory.

her son's ifeatl). the following letter which Is published in the Red Cross magazine: "I do not irnow ho# to Write, Slgnor Captain, for when I was a girl there were no schools. My grandson Is writing for me. I am the mother of Italo, your orderly. It was destined that be should die. It was much better that he should die for his country than he should end la some other way, perhaps badly. "W© thank God that Italo has had honor. He has been burled by his companions. The priest has given him absolution, "Was It you, slsrnor, who gave my name to those gentlemen who came with money because Italo is dead? It was not from pride, nor to mortify anyone, hut I could not take it, Tou see, for me" to take that money would be like having sold my son. I have given my son."
Giuseppe Garibaldi, one of the most indefatigable enemies of oppression of whom the history of the world holds a record, a hero of freedom under several flag*, a persistent decllner of profits and resigner of honors, devoted to his farm upon the tiny island of Caprera ma George Washington was devoted to his farm upon the Potomac, was born in a fisherman's hut. Such a mothei- as the mother of the orderly, Italo, gave him birth. Such a spirit perhaps made cheer at the home hearthstone when the absent son was in battle, and would have expressed Itself simply but heroically If h« bad fallen.

REMEMBER WHAT SHERMAN »8AID?
It may well be that the Oerama soldiers, picklehaube on head, rifle at tbe slope, high laced boots clumping In the goosestep, Inspired awe In Belgium women when the great war began. No doubt that same soldier, breathless and blinded with blood and battle sweat inspired his measure of fear as he advanced with reeking bayonet saon fields strewn with Wounded French and British soldiers.
The German of later Trews dispatches inspires more of laughter. This new German bears no bayonet ted rifle and there is no gloss upon his helmet or polish on his buttons. He does not

to the fore, and
his gait is in no sense reminiscent of the charge. He la a prisoner, but, though he yells 'Teamerad" vociferously, he does not hold up his hands. He holds up his pants. Instead, and how can such a one inspire awe or terror?
When the war waa young the German who surrendered thing high his hands and shouted friendly greeting. His captor, no less appreciative of the humor than of the utility of the action, deprived him of his suspenders, and sent him to the rear. German uniform trousers are oversixe, anyway, and for some seasons German soldiers have not been well fed.
Now, correspondents at the front report, th© Germans neglect even the age-old formula of submission. They wait neither for orders nor for bullets and bayonets. They fling away their arms and their suspenders even as they emerge from .shell-wrecked trenches, and amble to the rear as gracefully as their predicament permits.
There may be savour of romance In the surrender of a hacked blade, In the last stacking of forfeited rifles, or in the yielding up of battle-torn flags. There is no romance in the
flinging
away of suspenders, and the desperate struggle to keep the trousers in place. Those Germans captured in the field, at least, have seen war robbed of its glamour. Who can doubt that their Influence upon their neighbors. In years to come, will be for peace at any price!
After August 1, the German meat ration is to be reduced to six ounces each week fjr all towns having population of more than 100,000. It sounds like a unit of hash.

Astrologers read this as an unimportant day. Tho sun and Neptune are slightly adverse.
Under this configuration there may he a sense of lentYxrgy and weariness. For this reason a positive attitude of the mind should be cultivated.
It is not an auspicious rule under which to mike plans or to act on those already made.
The mind is supposed to be unusually alert under this rule, but it is also likely to be sensitive to impressions that are sad or discouraging. For this reason if is the duty of all to hide sadness and to be as cheerful as possible. "When Neptune is adverse many misapprehensions and misgivings are likely to prwail. AH occultists emphasize the danger of pessimism or criticism at this time.
