Were the Germans to oontinue their present coarse of Russian exploitation without hindrance or opposition, any victory the allies might win in western ISurope would be ot relatively small value. It could not be decisive in the sense of deciding the war. If Germany were permitted to follow her policy of aggrandizement in the east Germany would win the war regardless of French, British, American or Italian .battle fleld triumphs in the weot.
It was for the conquest of the east that Germany planned and precipitated the war. Already Germany has won the Kalians and has established Mlttel Kuropa. Already Germany has subjugated Finland, Livonia, Esthonia, Poland, Lithuania and Ukrainia, those parts of the former Russian empire which were included in the ante-bellum territorial schemes of the Pan-Germans. Now, practically without let or hindrance, Germany is going even further than the Pan-German prophets planned or predicted. She hopes to bring all Russia under German sway. She is well on the way toward establishing her absolute domination over the vast realm, the resources of which would place her

beyond all dread of future lack of food or raw material. To stop the German advance before It is too late th* Versailles war council has decided in favor of immediate military Intervention in Russia. The allied governments, none of tlmm reluctantly, have admitted the necessity of action. Most reluctant of all was the government at Washington. As long aa there seemed to be the faintest hope of Rus sian regeneration from within President Wilson and his advisors withheld their consent to any form of military action.
This duty has come along with other things, and if American force is necessary to stop the rape of tho Russian people by the twin combination of Huns and Solsheviki, it will be provided.

coupa# bonds without cost except transportation jcharges. Bonds can be exchanged for larger or smaller denominations of the same issue without cost except 'transportation charges. The Government has the right to make a certain fixed charge for above exchange or transfers, but under present regulations no charge is to made for transfers or exchange*.

Isn't this reason enough to pnt aside everything else We are doing at present, if it is necessary, rather than to say, "No, I can't follow the program of the food administration for the conservation of food. I'm too busy."
Just a half million more people have died ia the European countries from starvation and famine in this war than have been killed on the field of battle.
Is food saving worth while? Have you, Mrs. Housewife, time to help win the war?

MENU FOR THE DAY.
The United States government might give some thought to instructing th® people in how to maintain themselves at a cost of SO cents a day for food. At once it will be objected that that would be straining for the impossible, or that it is unnecessary in these days of high wages. But neither objection possesses any force. Strong men, big eaters, are fed by the government itself at an expense of only 10 cents a meal, and not everybody is enjoying the high wages which under stress of war timfes have bten decreed for a portion of the working population salaried people are not sharing the war prosperity to the extent that others are, and they are very numerous.
An investigator at the internment camp for enemy aliens maintained by the government near Hot Springs, N. C.. pens a picture of 2,300 we^l- nourished and reasonably contented German prisoners whose "keep" costs our country just 51 cents a day apiece. Of the amount 30 cents represents the cost of food. That, of course, admits of no high living, but It sustains the kaiser's subjects whom we cannot af-ford-to have at large in a manner that receives the approval of the American conscience, which will not tolerate anything approaching the inhumane in oiir treatment of these dangerous enemies. Tt is better than the Germans deserve and much better than we can expect our men captured by the Huns to be treated In German prison camps. But when the war is over we shall have no regret* and because we have done right we shall be able without compunction to call the German authorities to account for tVifir neglect of war prisoners. Appreciating this, would it not be a wise thing for the government to manifest as much concern for the needy among our loyal citizenship as it does for the enemy involuntarily accepting our hospitality? The visitor to the Xorth Carolina camp omitted to tell what is the daily menu of the prisoners. We know it is good and wholrjsom#. Quite likely it would be impossible for the housewife to supply her table for so small a sum, but if Washington would tell her its secret she might profit by the information.

It looks like the verdict in the Illinois excursion disaster will be that it was an "act of God." Still one lesson stands out of tho whole grim affair.
