SAILOR IS POOBAH IN VOLOGDA NOW
/.
Soviets Are Masters of All They Surnj—Some Interesting Transformations Seen.
VOLOGDA, nuSsla. Jiily r.—t faspondence of the Associated Press) Tba topsy-turvey change which has taken place in Russian life with the advent of the rule of the Bolsheviki is i graphically shewn by the situation in the governor's palace here, where the foreign embassies, including that of the
"i
United States, have made their headquarters since leaving Petrograd, In that palace, where now sits the Vologda government soviet, there Is a sailor who is in command of an important military po^t—once held by a general. Two months ago the sailor wore his open-throated "blouse and belled trousers and was urshaven. A month ago the correspondent saw him, this time in trim, light gray uniform, with •lick, shining high boots.
Yesterday a carriage with two fine horses passed the correspondent's Jzvoechik on the Riverside drive of Vologda. Seated in the carriage was an elaborately uniformed young man, his right arm. Russian fashion, clasping the waist k. Of a very pretty girl. *ii Our sailor friend out for an aifing— if *ith his lady love. k While the "bourtreoisip" are
4%
Ing a taste of what the proletariat had, the Vologda representatives of the latter arc ruling with a firm, quiet hand.
There have no riots or disorders here j. as in Perograd and Moscow. The stvlets just taok control, that was all.
The are free and untrammeled lords of all they survey. Most of them have t- stepped into the official places without changing their workmen's blouses.
Their "sobrinias," or meetings, are fervent with oratory and theories and they ]3f are learning politics and all its quips and quirks. Those of the embassy colonies who have attended the "sobrinias" declare they have beea impressed mrst bv their earnestness.

NEWS OF THE ST0CX MARKET
NEW TORK, July 5.—Resumption of trading on the stock exchange over the holidays was attended by general firmness among the usual leader. United States Steel was active, with Bethlehem, Crucible and Midvale issues.
Liberty bonds were steady. The market settled down to its recent dull routine after the first hour, some of the more speculative issues reacting 1 to 1H points. The decline was checked later on a fresh inquiry for metals, equipments, oils and specialtlles. Railway Steel Spring became active at an advance of "2 points and Royal Dutch Oil jumped 6 points on cables from London reporting an extra dividend, for last year of 18 per cent.
