STREET PAVEMENTS AND WHO CUTS THEM

Board of Works Replies to Complaint From South Seventeenth Street Citizen.

Editor of The TTlbune:~ In connection with thf jitney controversy in which the street car company aeemB to be more or less involved. I notice that the street car company has torn up the pavement on South thirteenth street. crawfortl street, _a.nd South aeventeenth btreet. In order to weld the Joints of their rails together. Now these pavements are all new and have been put down In the last two or three years, and the street ear company was welding- the joints on Its rails on North Thirteenth street and North Sixth street before the South Thirteenth. Crawford and South Seventeenth street pavements were put down.

Vow why did they not weld these Joints at that timo on their South Seventeenth street line, and save tearing up these new pavements? For it is the history of these streets that they never put them down in the same condition they were before, although it is enirely possible If they are repaired properly to repair them so the breaks would never even •how but the influence of the traction company has heen such that no former administration has compelled them to properly repair the streets they tear up. and tnere is no indication that the present administration is going to act differently. 1 think It •foould b« well to know whether they took out any permits to cut up these streets and also It would be well for the citizens to watch and see in what condition these streets are placed in the way of repairs by the traction company. 1). Terre Haute, April 2..

v I In reference to the above letter signed by D. F. S., John N. White, secretary and Everett Bray, president of the board of public works said, "The writer of that article saETS tftat tfce traction company 1B tearing up the streets down on South' Seventeenth,

South Thirteenth and Crawford streets, no that their rails may be welded. That is true but they are only tearing tt-,em up a few inches out from the nu!s. and therefore as they own eighteen inches out from the outsidf rail,

under the law there is no necessity of taking a permit, non® Is required. "The writer wants to know why this was not done when the repairs were made in the north part of the city. Probably the writer can answer that question as well as we. We are not running the traction company and the other repairs referred to were tinder another admlnistiatlon. True it should have been dona at that time, but it is no fault of ours that it was not. "Further the writer wants to know whether this administration Is going to take any steps to see that the traction company replaces the streets as they found them. He says tha.t there have been no indications shown that we are. We fail to see where any such inference can be drawn as no repairs have been made by the traction company since the taking of office or the new administration on account of the cold weather. We have had but few days warm enough for the laying of concrete and but little welding or repairing has been done. "We will assure the writer or anyone else that we will see that the traction company or anyone else tearing up the streets, replaces them as good as originally found. We will also see that permits are taken to tear up the streets where permits are required, but we cannot force a person to tak6 a permit where the law specifies that none Is required."
