WHAT THE PEOPLE THIIHK.
Congressman Sanders says he has rome home to ascertain what the people think about matters now pending Jbefore congress. The Tribune believes
It* can assure him that as far as the people are concerned, the chief est thing oefore congress Is the food bill, and the patience of the nation Is about spent over the tactical that are being employed by some of the political leaders o thwart the will of t$e president in his matter.
It now appears. Judging by crop conditions as reported for July 1, that the country Is about to harvest a billion bushels of foodstuffs more than was -aised last year. This Is the American J'armers' response to the appeal of |'resident Wilson and others to cultivate more acres and cultivate them (more intensively for the sake of democracy and world freedom. This is -America's contribution to the rsuse for ^Jwhich America's allies have sacrificed imilllons of lives and billions upon billions of treasure.
Upon the farmers of the United ttates, the president, declared, "rests he fate of the war and the fate of the ations." The food problem is the paraaount problem of the war. The splenlid response of agriculture to this call or patriotic duty is an inspiration not nly to the United States, but to our llies abroad.

of those members of the United States senate who still insist on playing tueir little games of politics rather than passing the bill for an adequate national food control. Neither the United States nor its allies can reap the full benefit of this Immense crop of foodstuffs unless the national government shall step in at once and assume charge of its distribution and storage. Already it is claimed that thousands of tons of food are rotting because of faulty marketing methods. The situation will continue to become worse as long as the government Is restrained from interfering with wasteful methods.
It is most encouraging news that the United States has begun to harvest so great a crop. It is news of quite another character that the congress of the United States, blind to logic and deaf to patriotic appeal, refuses to take the one step necessary tQ conserve the harvest for the benefit of those for whom the food was raised.
VIGO'3 FIVE HUNDRED.
When the names are drawn Tuesday for the army, 18,000 Hooslers are going to get the greatest honor of their lives. They are going to have the distinction of serving in the first American army to CTOSJ/ the seas to make the struggle for world liberty and world democracy. Vigo county will send 600.
These men will be entitled to such honor as has been due no body of men since the boys In blue stepped forth in '61 to keep the republic secure and the union Intact. Theirs will be the homage of every man, woman and child in the nation, and of every other land when the flame of liberty burns and men hate tyranny.
A correspondent of the New York Tribune, writing in Paris, says France is bled white that the ranlts are being filled now by men physically unfit for war, and that by September there will be no more reserve power in the country.
The conclusion drawn is that America must hasten to fill up the gaps, and that is true. The first expedition which was hurried across was said to have gone in response to a sentimental demand, but there will be a very prac tical, result when Gen. Pershing takes over his little bit of first line, for it will mean a relaxation of the awful strain upon French resources, but at this moment it is not free America, but free Russia, that is offering France the jnost immediate aid.
FRIEND OR FOE.
It Is taking some time for this nation to get In a war frame of mind, to purge itself of conditions and of indl viduals who are a menace to the pres ervation of this republic, but day by day there are signs of a mental adjustment that Is absolutely necessary if the war is to be prosecuted with success.
The other day one I/rals Kramer, of New York, was sentenced to pay a fine and serve & term In the penitentiary for opposing the conscription law and refusing to register.
Moreover, Federal Judge Mayer, after pronouncing sentence, recommended that at the end of his prison term Kramer be deported from this country.
A. Just Judgment' It ofTers one answer to the problem of what to do with aliens who not only refuse to become Americans but who oppose the nation when it is at war. Moreover, It should not be confined to aliens. Those who have taken out citizenship papers.

and while masquerading as American citizens plot against the government and do their best to defeat Its will and weaken its efforts for the freedom of mankind should suffer the same fate, their citizenship papers first being canceled.
There should be mercy for those who sin in ignorance ,but for those who, having accepted American hospitality, deliberately work against America ahd for America's enemies, there should be no mercy. They should be taken by the back of the neck and trotted out of the country with a warning never to return.
A PRUSSIAN HOLIDAY.
The other day an Irish statesman arose in parliament to remark that while Kaiser Wilhelm on one hand announced his determination to free Ireland, he was on the other hand sinking the Irish fishing boats so rapidly that Ireland may soon be facing starvation. In these matters the kaiser has a way about him encountered nowhere else In history.
German couriers entered Norway, a friendly country, to plant explosives in Norwegian ships. German consuls kept account of the sailings of Norwegian vessels so that U-boats could be handy to meet and sink them. A secret wireless station was maintained on an island off thef coast of Norway and from this vantage a wide view of the sea was obtained, submarines signaled and neutral sailors sent to their death.
If Norway breaks ofT relations with Germany or goes farther and gets into the war, the Prussian press will foam at the mouth again and say that British money has bribed the statesmen of Norway, that Northcliffe has bought up the Norse press, that when all is said and done the Norwegians are a lot of swine and it becomes the duty of Germans to their German god to wipe this degenerate race off the face of the globe.
Save five or six nations, not one of the twenty-one now fighting Germany or carrying on no diplomatic exchanges with It was an enemy to begin with Most of the world had nothing but admiration for the greatness of German achievements, nothing but liking toward the German people and friend llness toward their government. But the policy of Berlin would not permit the maintenance of friendliness in selfrespecting capitals. It abused neutral lty. It murdered neutrals. It sowed discord, practiced bribery, ^ised the property of the Impartial from which to operate against the enemy. In the case of Norway, it mot simply preyed on Norwegian shipping, but also used that country as a base for the purpose. Its own crimes have brought the world against Germany, not the persuasions or intrigues of the foe.
Congress, we are told, has made the president Into an autocrat. That, we take It, VM done because Congress feels that it has no time In which to govern when It simply has to talk.
HIndenburg is quoted as saying that Germany has many foes, but not too many. If any more are desirable Germany has practiced experts to make them.
Brazil has let Greece' slip Into the war game ahead of her. Perhaps she had a due respect for age.

Keeping Political "Pull Out of Draft Exemptions
Political influences in the working of the draft exemption boards is a peril various journals foresee with alarm, and in their support they have no less an authority than the president himself who sounded a note of caution on this point in his proclamation announcing the rules and regulations governing the selection of men for service in the national wararmy.
In a "Washington dispatch to the Socialist New York Call, the charge is made that both republicans and democrats were wrangling for places on the exemption board4'in order that one party or the other may have an opportunity to punish their political foes by sending the sons to the trenches."
