I- GOODRICH HAV TACKLE COAL PUZZLE AGAIN

In fact, he has been dealing directly with President Wilson, Secretaries Baker and Daniels and others at Washington, for the last three or four •weeks in an effort to bri:ig about the enactment of some law that will relieve the state of the responsibility of! attempting to fljx the price of coal.
The governor not only has supplied the president with information regardin? the Indiana situation, but has given S»'vretaries Baker and Daniels and the federal trade* commission much valjiable information. H,e also has asked: the Indiana membors of congress and the senate to use their inlluenee in behalf of federal legislation to regulate the price of coal. He has furnished Senator Watson with information which the latter la to present to the au« thorities at Washington.
Offer of Operator#.
The letters the governor is receiving from manufacturers indicates very clearly that they do not believe that the offer of the operators at Washington last week to reduce the price of coal from one to two dollars a ton will "be of any help to thenl. In fact, the prices agreed on at Washington for Indiana coal are lygher than are now being paid by most of the large consumers In this state. At the hearijig conducted by the public service commission it was stated by the operators that the average cost of production of coal in Indiana at this time is 11.48 a ton Unde'r that Washington agreement the average price of coal in Indiana at the mine would be in tne neighborhood of $3 a ton.
If this schedule of prices should be permitted to starid coal would be much higher in Indiana next winter than it was last winter. The Washington agreement does not take into consideration the profit that the retallerp naturally expect. It is apparent that great many people, not only in Indiana, but throughout the country, have come to the conclusion that the offer of the operators is not such a good thing for the coal consumer as it appeared When first announced.
Governor Goodrich insists that the best way to solve the situation is for congress to enact a«law regulating prices. It Is not Improbable that congress will take such action. The governor will wait four or five weeks to see what will be dowe at Washington.

can be stated on absolutely authority, however, that a special session of the legislature will be called unless a federal regulation law is enacted this month.
Some of the manufacturers feel that Goodrich is postponing action too long The governor, however, has not had much luck with his handling of the coal problem, and does not propose again go off half-cocked.
Prohibition Forces.
The Anti-Saloon league forces In Indiana, have b*m very active In the past two or three weeks In trying to create sentiment In favor*of the enactment of prohibition as a war measure. They have been sending letters and telegrams to the Indiana members of congress urging them to use their Influence in having a bone-dry prohibition provision inserted in the food bill.
In order to strengthen their position at home, they have tried to interest the state officials in their plans. They had & movement under way to obtain an endorsement from the state council of defense. They hope to have this organization petition conpress In favor of immediate prohibition, but their plans were blocked by some of the republican party leaders.
There is a division of opinion among the radical prohibitionists as to what program should be followed. A number of men and women at the head of the Indiana Dry Federation, which was Organized here last year, are determined to support a movement for Immediate prohibition even if the enactment of the food regulation law, is Relayed indefinitely. On the other hand, some of the best known members ©f the Anti-Saloon league, who have t«een responsible for most of the "advanced" temperance legislation, In Indiana. are ready to accept the suggestion of President Wilson, which would leave it optional with him to Say whether or not the manufacture of beer and wine should be prohibited.
This program naturally does not appeal to the rabid prohibitionist. It is worthy mention that many of the leading papers of the United States are hitting these prohibitionists some very fcard llcke. They are accusing them ©f lack of patriotism and with a determination to delay legislation In Which the entire country is interested. It is significant that some of the newspapers which have been advocating prohibition are now warning the prohibitionists against insisting upon the edoption of their program by congress at this time.
Statistics have been offered recently to show that nation-wide prohibition would not be in fact a measure for the Conservation of food products. Government statistics show that less than cne per cent of the grain in this country is used in the manufacture of whisky and other intoxicants, so as a matter of fact tjiere is not very much ground for the claim that prohibition would be a food saving measure. r* legislature should be called ir. -a special session in Indiana, there is no doubt that the prohibitionists will make a vigorous flght to close up all the saloons within the next few weeks. There also is some sentiment throughout the state in favor of prohibiting the sale of liquor, as a means of improving the moral and physical condition of the soldiers at Ft. Benjamin Harrison. For some time an effort has been made to create the impression that the moral conditions in Indianapolis are such that the soldiers are in constant danger. It has been charged that the saloon men were selling liquor to them in open violation of the law.
This is not a fact, and is so admitted by members of the church federation, who have made an investigation and who say that there is not a cleaner city in the country than Indianapolis. The local authorities are having some trouble in keeping the members pf the regular army regiments at Ft. Harrison from obtaining liquor, but there have been no violations of the law by the members of the officers' reserve

training camp. Various schemes are worked by the members of the regular army regiments to obtain liquor, but there have been few cases where any saloon man has sold them anything. Generally their plan is to give money to someon# who will buy the liquor for them. However, even with these conditions confronting the authorities, the number of violations of the law have been reduced to a very low number—so low in fact, that the people generally here are convinced that the situation is as good as it could be, under the circumstances.
Suffrage Test Suit.
The supreme court will hear an argument Tuesday in the suit to test the constitutionality of the limited suffrage law and the act under which the constitutional convention is to be called. The briefs in these cases, were filed today. $t is now expected that the supreme court will be able to render a decision on both these cases within the next three or four weeks.

judges have given these matters much thought during the last three months and that they are so familiar with the issues that it will not take them long to prepare their opinion. It is not probable that many petitions will be tiled by candidates for delegates un'il after the supreme court renders a decision. Many attorneys seem to be of the opinion now that the supreme court will uphold the ruling of Judge Thornton,both as to the constitutional convention act and the suffrage law.
However, the attorneys for Henry W. Bennett, the plaintiff In both cases, are prepared to make a hard fight against the convention bill. They insist that Judge Thornton has overlooked the main point in the case and that the supreme court more than likely will take a different view. On the suffrage question there does *not seem to be much doubt among attorneys that the higher court will declare that the women have 110 right to vote for delegates. The many friends of Charles A. Greathouse, in Indiana, are very much pleased over his appointment as a member of the national vocational educational school commission. This appointment came (mm President Wrilson, without any solicitation on the part of Greathouse, or his friends. It pays $5,000 a year salary. Greath 1 was appointed for a two year term,
The president asked Senators Near and Watson, if Greathouse"s appointment would be satisfactory t# them, and they replied in the affirmative, inasmuch as they knew that a democrat would get the place. It would not be surprising if Greathouse should be obliged to give up his position as chairman of the democratic state committee, on account of this appointment, although he has not made any statement as to his plans.
