Terre. Haute la preparing for its first count of citizens available for military duty. This is the first time that this has ever, been done. It marks on* of the big changes that has come orer our national life.

As soqn .as the army bill* now in conference, is passed by cbihgress and signed by the president, an epreciitive proclamation will be Issued summoning the men of America to their precinct voting places to furnish data concerning their ability to military service.

It will be a new expperience for -Americans! tholigh other nations are familiar enough with tlie process. In a sense, it will mark America's new determination to stand henceforth- upon its own feet, ready to look the world squarely in the face without apology or fear, ready to defend Itself against encroachment by the strength of its own resources. It will be a new experience and one vastly encouraging to everyone who respects,:the flag of his country.

Before citizens can be. drafted for service by selection, they must be enumerated. By the military census the government, in effect, makes an appraisal of its manhood resources. It counts noses to see how many men there are available for*, the performance of obligations connected with the national, defense. No right-minded
