Commander of an Austrian Submersible Tells of Periis and Discomforts of Service.
BERLIN, April 29. "Luck is tho most important factor in submarine warfare!"
This is the statement that Lieutenant Rudolf Singule, commander of the submarine which sank the Italian battleship Giuseppe Garibaldi, made to Gesa Heffczeg, a German correspondent on the Adriatic coast, who went there to interview him.
Lieutenant Sihgule is a typical Austrian marine offlver—energetic, broad shouldered, square jawed and witlj strong lines in his face. "Our submarines," added Lieutenant Singule, "like^ those of the Germans, have achieved wonderful success. YQU have asked me if the torpedo is a sure, unfailing instrument that always reaches the spot at which it has been aimed. It is because of that question that I reply that everything depends on luck—luck on every side and at every turn. However perfect the torpedo may be, the slightest mishap brings failure. A drop of oil in the mechanism may be the cause of delaying the launching of the projectile, and this loss of time may bring failure."
When asked regarding -some of his own personal experiences and exploits, Lieutenant Singule said: "We were out recently for a whole month and never even got a glimpse of the enemy. Finally we met a cruiser of the type of the Liverpool, and with a-great deal of enthusiasm we prepared to torpedo the ship. But our Joy was soon dispelled when we discovered that the cruiser was being conveyed from the Drina gulf to Brindsi by a flotilla of torpedo boat destroyers. Our presence was discovered by them and they chased us until night came. "However, our big day was when we sank the proud Giuseppe GaribaJdi. It was thfe purpose of the Italians to bombard Gravosa, and the Italian fleet was nearing our' coast. At that time one of our general staff said to me: 'If one of our U-boats should at this time chance to be in that vicinity I thinh we should see something big happen. "I immediately went to work to carrj out his wish. I soon sighted the Gieuscppe Garibaldi and at a distance of 600 meters fired two torpedoes. Both hit the mark and hundreds of her crew went to their death. The torpedo boat destroyers which accompanied the Garibaldi I was, of course, unable to follow, and they eluded me. "When our submarine came to the surface and I looked through the periscope the water was dotted with wreckage. "You ask me about the crew. Every man among them is efficient. The men make every sacrifice and they are deserving of all praise. It must not be forgotten that the work of a submarine crew is the most dangerous in the serv-

and know nothing of what is going on. Their duty is to obey orders. "They are four hours on duty, followed by an hour's rest, but often they have to do without the rest. And, of course, when' we are out for some v length of time it means much Inconvenience and discomfort. There is no means of observing cleanliness or changing clothes, and we have "to snatch a bite to eat whenever we can.
We have no cook. One of the crew prepares the meals and we have to be content with what he serves to us. Our work is dangerous, but if atttended with success we forget all about the sacrifices and. the hardships."
