Relinquishes Contracts With £bcal Railroads and Disposes of Its Property. _1

The United States Express company, which until a few months ago maintained an office here, and had the contracts on the C. & E. I., and E. & T. H. railroads, is winding up its bualoess. The coippany, which is undergoing dissolution, will make its second I dividend disbursement in April, according to & statement ofone familiar with the affairs of the company. This dividend, ^t is said, will exceed the first payment of 25 per cent last November.

The company has made progress in winding up Its business, having already disposed of practically all of its liabilities, including the long-term contracts with the Rock Island, Baltimore A'Ohio and the Frisco systems, some of which had fifteen years to run. All •of the real estate with the exception jOf the properties in New York, Chicago and Jersey City have been sold at good prices. "the company has had Some difficulty i with certain trolley lines in Indiana and Ohio, which have refused to come to terms and threaten to take the mattar to the courts. Oklahoma rate case, whloh has been dragging on for the last six years, may, l»e pushed to a ,conclusion within the next few months. However, the company will not compromise -with the Oklahoma commission, and those familiar with the merits of the case say that its otrtoome, one way or the other, will not materially affect the settlement of the company.

WASHINGTON, March 3.—A bill to appropriate $2,000,000 for relief of the inhabitants of Poland, was introduced today by Senator Hitchcock, The bill would have the president obtain the approval of belligerent governments and guarantee the distribution of sup'plies among the suffering people of Roland. .. The. bill also would authorize the president to employ any vessel of the navy to transport the provisions.

INDIANAPOLIS, Ind., Marfih 3.The betting boards are ah interesting indication of the trend of public thought, and conceded to be an expression of. the results of some stydy of the situation. Just now they are groaning under a weight of Watson money With no takers. There are several thousand dollars posted offering two to one that Watson will have more votes in the primary than New. Almost all of this money is in amounts of $200 to $100, and while it has been posted for several days in the most public places there has not been a Single ofte of the bets taken.

There Is one bet of $60 to $60 that New will more votes in Marion county than Watson. The results may show this It is, here. that the large public utility interests are centered and they have not concealed t£eir interest in the New candidacy, the individuals signing their names to large display advertisements in Indianapolis newspapers.

The betting on the republican race for governor is two to one that Goodrich will be nominated. There is less money posted than in the senatorial race, and none of it taken, although the be.ts are small, being all* in $60 to $26 wagers.

One of the Watson workers yesterday claimed that he had a reason'why the trehd was so atrong in the direction of the Rushville man. When asked why, he put it this way: "Well, if Watson is elected he will take his place on some of the most Important committees in the senate. If Harry New is elected it will talie him years to learn how this committee business works."

Three other men were participants in the quarrel which resulted in the cutting. It is said the men were iptoxicated. The baseball committee reported that its work was progressing and that President Webb Beggs of the Terre Haute Baseball association had, assured them that they did not need to worry about the attitude of thg present club towards organized laoor.

The compiittee that has been considering the city management form Of government reported that they had met with the directors of.the Rotary club and discussed the proposition but they were given two weeks more time to make a complete report.

ELECTION OFFICERS MEET TO LEARN ABOUT THE LAW

City Officials Meet Tonight—County Officials Meet Saturday Afternoon.

City inspectors and clerks who are to serve at the comihg primary election to be held Tuesday will meet at democratic headquarters, 421% Wabash avenue, Friday night at 7:80 o'clock to be instructed by the election board aa to their duties.

A meeting of the inspectors in the country districts will be held at the same place Saturday morning at 10 o'clock. The election supplies will be issued to the^country precinct officials after the meeting in the morning, but the supplies for the city precincts will not be given out until Monday morning.

The board of election commissioners, mating at the clerk's office late Thursday night, seoit to each inspector and qlerk a notice of the meetings.
