New Rule of Foreigners.
The selection of foreign names was necessitated by a new rule passed last year at the request of foreign born citizens. It resulted in the re-election of Alexander Hamilton and Louis Agassiz, though by smaller margins than when In competition only with foreign born Americans.

The board gives words of praise to Mrs. Lawrence O'Donnell, the retiring matron at the jail. The complete report as it relates to Vigo county institutions is as follows:
Vigo County.
Poor asylum, Terre Haute—Visited July 12, 1915. The condition of the premises was good, apd the farm crops excellent. The wet season had made the growth of weeds very abundant and these should be cut down to improve the looks of the grounds. The building is old, but in fair condition. Screens and a new tin roof were in process of construction. The building is heated by steam, and lighted by oil lamps. Some of the farm buildings were also being repaired all are old, but in fair condition. There were 113 inmates, ninety-one men, twenty-one women and one infant. A large majority of these people are quite old and some permanently sick or crippled, some defective and a few insane. Three of the insane are locked up. The largest number of inmates in the winter was 148. The women's part of the house was clean and in good order, but the rooms ocoupled by the men were in many instances not clean, but disorderly and unsanitary. The hospital, in which there were six men, was entirely lacking in neatness and order. There are two bath tubs, one In each part of the building, and the inmates bathe weekly. The supply of clothing is In fair condition, but insufficient in quantity, there not being enough to enable the men to change weekly. The bedding was in only fair condition. The food provided is good and well prepared and served in an orderly manner. Meat, once a day, wheat and corn bread, vegetables, fruit and, frequently, mush constitute the articles of diet. A cook is employed. There was very little acute Illness. Religious services are held twice a month. The board feels that a new building is much needed for the adequate and proper care of the inmates. Many rooms have three beds in them. With a capacity for one hundred, it is impossible to care for 148 or
150
people in a sanitary and
adequate manner. The men's part needs better equipment and this can be accomplished only by a new plant.
County Jail. Terre Haute—Visited July, 1915. The Jail is now in charge of Jailer Ell G. Lee and his wife, Mrs. Ella Lee, as matron. They have taken up their new work with enthusiasm and bid fair to gain success in its man-

JAIL PRISONERS OUGHT

State Officials Declare Fifty Men Could Be Employed on Rock Pile At Vigo Jail.
The state board of charities in its quarterly report recommends that more clothing be provided for the inmates of the poor farm, that the "rock pile" or work house at the jail be restored and that overalls should be provided so that jail prisoners can be put to work and "know that the Jail Is not a boarding house for the evil doer."

agement. Mrs. O'Donnell, who, for years past, has beer? matron at the Jail, deserves the highest commendation for her faithful service in that position, which has been and Is now a difficult task to perform. She has rendered invaluable aid to the new managers. The board recommends to the sheriff, George W. Krletensteln, that tlie workhouse be again brought into use so that men confined in the jail, serving sentence, ^an be made to render services by preparing rock for the use of streets and alleys, which is much in need, that they may know from experience that the Jail is not a boarding house for the evil doer. It is estimated that fifty men could be used for this work without overcrowding. Overalls should be provided for such work so that the clothing the prisoners might have upon entering the jail would be kept in good condition.
Vigo county home for dependent children—-Visited July 24, 1915. Total inmates, 122 In excellent health, a physician being called but once in three months and that for an accident. The grounds are growing more beautiful every year and the building Is kept scrupulously clean. The new school building, which Is Co be finished by the middle of Octobor, will afford a great relief to the institution in caring for the educational feature. The work of this institution is to be commended throughout and the county may well be proud of its work and management, there being nothing of this class superior to it In the state.
The Florence Crlttenton home, Terr© Haute—This homo was found In excellent condition, many needed repairs now being made, In addition to those already finished. The superintendent and assistant deserve commendation for their untiring efforts in the training of the unfortunate girls in their care. Most of the vegetables necessary for use this summer have been raised by the girls, under the direction of the superintendent. There are many needs to be supplied in the way of house furnishings provisions and clothing are always suitable and more moneyis needed to complete necessary improvements. Number of girls and children car6d for during the quarter was twenty-five, meals furnished, 2,504: supplies donated to the amount of $69.75.
1
Eighteen religious services
have been held in addition to the regular morning and evening services. The home for the friendless, Terre Haute—This home was found in good condition, both building and yard. The efficiency of the plant has been much improved by additional rooms and change of arrangements in the buildings, as a rfesult of' which the men's and women's apartments are now separate. The sanitary condition of the entire premises has been greatly improved during the last quarter 382 persons have been cared for, 2,560 meals served and 731 lodgings furnished.
JEFFERS NEVER APPOINTED.
Former Board Members Say He Has No Claim on Pay Roll. After ten witnesses had been examined, Including the claimant himself, Joseph Jeffers, the board of safety Thursday afternoon deferred action on Jeffers' claim of $367.60 -which he alleges is due him from the city for police services from Nov. 1, 1914, to the present time. The meeting lasted for several flours, and Jeffers was represented before the board by Attorney James Mullikin. The men who testified were former members of the board of safety, William Doerner, clerk to the board of safety Sylvester Doyle, superintendent of police Jack Nugent, former assistant superintendent of police, and Patrolmen William Baker, Delbert Scott and Harley Elliott. Jeffers also testified.
Several other patrolmen were called, but were not used on the witness stand. Members of the former board testified that Jeffers was never a regularly appointed officer, but was merely employed as an extra river patrolman.
The polloe pension board asked that the board make a rule that a man must be under 85 years old to be appointed to the department. No action was taken on the request.
A special meeting of the board will be held Saturday to open bids for the $25,000 worth of new motor fire apparatus which was recently advertised for.

Coming of Jesus Into Power Furnished Topic. The coming of Jesus In power was taken as the subject of the sermon gjven Thursday night by Evangelist Watkins at the First Baptist church. In taking up the subject, the evangelist went through the old testament and pointed out the prophecies and their fulfillment. A song service by the women of the Maple Avenue Methodist church preceded Ihe sermon. The Rev. Mr. Watkins said in his sermon: "It is significant that no great soulwinner of the last centuries has not clearly and definitely declared the premillenlal coming of Christ.
