globe trotter. No end of the earth is too remote for his eager eye, and he is equally at home in Shepherd's in Cairo or Seward Tavern in Nome. His scientific works on his explorations fn the Alps and in the Himalayan mountains have been accepted by the Royal Geographical Society of London, and his narratives of travel have been exploited by standard publications for years.
The incident will likely close with the Italian government discovering that Montagnier is hardly a casus belli, or that he cares anything about this war thing. It will develop that he wanted close personal contact with the events that are making history in Italy, and doubtless when they read Montagnier's usually charming account of his two nights in jail and what brought about his tenantcy in the dungeon keep, he will be welcomed back, especially by Italian men of letters.
Anyway, Terre Haute friends will be keen to hear Montagnier's own account of how he earned Italia's grim frowns.

Those papers which halve criticized the president for his supposed lack of sympathy in plans for more adequate defense will now have to amend their objections. President Wilson has indicated that he considers action in this matter as the Immediate duty of the next congress.
That the present administration is in sympathy with the movement for an Improved system of national defense is evidenced almost daily. From all responsible sources the heads of the government are seeking information and advice. The suggestions to be laid before congress will represent a concensus of expert opinion.
Major General George W. Goethals, governor of the Panama canal zone, has been recalled from his (vacation and ordered to report to Washington immediately. His presence is desired that he may go over plans for army reorganisation. In particular the expert advice of General Goethals is wanted in perfecting the plans for strengthening the defenses at the canal. The problem is much more than that of numbers. Equally as important as the number of troops is their disposition and housing.

In another column of the Tribune to day appears the protest of the London Times and the London Chronicle against the English and French finance commission now in this country con eluding the half billion dollar loan on such terms as the ba,nks here demand The Times is especially bitter, saying that the commissioners had better pay the banks the ten million dollar com mission for underwriting the loan, call the deal off and return home. The loan has pleased neither the English or the Germans, but the proposition came from abroad, so this nation cannot be adversely criticized in the matter
No one, individual or bank, will be compelled to subscribe to the joan. is pre-eminently a voluntary matter all around. No American's liberty is assailed or his neutrality jeopardized.
Behind the projected loan lies ah international situatiort without prece dent. Europe's ordinary means of pay ment to the United States, through ek ports of goods to this country to bal ance ours to- her, have broken down, It is impracticable to pay America in our own securities held abroad.
With these unusual conditions in mind the Anglo-French commissioners came to the United States to establish a huge credit here that might facilitate the continued favorable trade relations between this country and these two belligerents. 'The loan may, as the offi cial announcement of it'states, be considered an arrangement made by Amer lean commercial and agricultural in teresta with their regular customers abroad to accept deferred payments covering goods sold them.
From beginning to end it is a purely business arrangement, involving no question of neutrality or of patriotism. It is certain to have a far-reaching effect upon present business conditions and upon the position this country seems destined to occupy as a greater creditor, nation for years to come.

PLATTSBURG, N. Y., Oct. 1.—Capt. Gordon Johnston, U. S. A., has "got the numbers" of more distinguished men than .any other man in America. The reason is he is adjutant of the second, as well as the first, military training camp for business and professional men, at Plattsburg. To him, the distinguished "rookies" are not diplomats, professors, football coaches, or financial leaders. He knows them by number. "Where is No. 23?" inquires Johnston. "Digging a trench, sir, reports the orderly.
It makes no difference if the man inquired after by him is Elihu Root, Jr., or Stuyvesant Fish or one of. the Cabots of Boston. They are all alike to Johnston.
The "wake-up America idea, basis of the Plattsburg camp movement, has already resulted in arrangements for camps next year in different parts of the country. It is expected that the Plattsburg idea will eventually develop into a definite movement for a volunteer federal reserve system, with annual military training camps all over the country which citizens may attend and acquire the rudiments of the school of the soldier and equip themselves for volunteer officers, available in any grave national emergency Which may arise. 1

The United States public health service believes that "education is the road to sanitary progress." To this end it has established a stereopticon loan library, probably the first of Its kind, which is daily sending out slides upon the request of sanitarians, educators and other persons interested in the promulgation of the doctrine of personal hygiene and public sanitation.
The officials of the Nebraska state fair desired to stage a series of popular lectures on hygiene and sanitation. They applied to the surgeon general of the United States public health seivIce for slides. Catalogs containing photographs of the slides, and descriptive matter thereon, were immediately forwarded to the officials of the fair, together with a blank on which to make request for various slides. The fair officials filled out the requisition and returned tbe catalogs to the surgeon general. The slides were packed and shipped, and when the lectures shall have been given they will be repacked and returned to the surgeon general. In this way a large number of people will have received this important information in pleasing manner.
The stereoptison loan library covers a wide range of subjects, fron^ sanitary conditions In Alaska to yellow fewer. There are special collections on the diseases of children, hookworm, leprosy, malaria, milk production, mouth hygiene, pellagra, plague, rural schools, smallpqx, tropical diseases, tuberculosis and typhoid fever. Each of the sets is in duplicate and in the case of the more frequently used slides there are several sets, so that the applicant will not be disappointed in hifi selections. Not only are the services of the stereopticon loan library utilized by many private Individuals, but the officers of the public health service and state and local health officials throughout the country are making use of this logical system of public health education. ^v THE TRIBUNE CLASSIFIED PAGE.
