$?"' BULLETIN. WASHINGTON, Sept. 14.—Secretary Lansing announced today that the
Pan-American conference on the Mexican situation which was to have been convened here tomorrow will not be held until Saturday and that it will be in New York city. The change in plan, he made it clear, was not due to any development in the general situation but to illness of one of the conferees. No decision has as yet been reached by the Washington government as to the next step in the situation now tnat replies have been received from all the factional leaders, but the expectation is that after the next session of the PanAmerican conferees a definite announcement of the program to be puraued will be made.
WASHINGTON, Sept. 14.—Diplomatic representatives of the six Latir American republics, now In or near Washington, had calls today from Secretary Lansing for a meeting here on Wednesday to renew consideration of the Mexican situation. The conferees will have before them responses to their appeal that the Mexican leaders meet in a peace conference. The Villa and Zapata factions sent favorable replies, but Oarranza rejected the appeal and made a counter proposal that the diplomats meet him to consider international phases of the problem and hla claims for recognition.
Some of the conferees, it is understood, favor accepting Carranza's propyl osition, which, if adopted, would compel postponement of any conference in which the Villa and Zapata elements might participate. In the last several weeks Carranza armies have forced their campaign in northern and central
Mexico. Villa representatives In Washington contend that losses by their forces have been greatly exaggerated.
Villa's Action Explained. Villa's action in sending Roque Gonzales Garza, General Felipe Angeles and probably Diaz Lombardo, his minIster of foreign relations, to Washington Is said to have been decided upon because of a probability of a conference over Mexican affairs a*s a result of the Pan-American conference here tomorrow.
Just how Carranza's suggestion that the Pan-American conferees appointed delegates to confer on Mexico's international affairs will be worked out is not apparent.
The battleships Kearsarge and Kentucky were ordered to Vera Cruz today to relieve the Louisiana and the New Hampshire, which rejoin the Atlantic fleet. The Kearsarge and Kentucky now are at Philadelphia and will flail this week.
WOMAN GIVEN FINE.
Rebecca Watkins, who, according to officers, has the vilest line of talk ever heard by a woman, was fined $10 and given 180 days in City Court Tuesday morning on a charge of public indecency and intoxication. The woman is said to have kept inmates of the jail awak? Monday night by her profanity.

Harry Isser, Harry Shine, Prank Wilson and William Gray Held to Court.
The grand jury made its second report Tuesday morning and returned four more indictments, all against men who are already in the county jail. Judge Pulliam, of the Circuit bench, thanked the members for their work in the cases of those who have been in the jail during the summer and urged them on to finish up the work of investigation in these cases.
Harry Isser was indicted, charged with the robbery of Joseph Hudson. It is said that he stole, $5.
Harry G. Shine was indicted on two counts both larceny. He is charged with stealing two rosaries valued at $5 each from Mollie Ward arid pawning them. The second count was on the charge of stealing $1.50 from Mary Shelp.
Frank Wilson, alias Frank Woodson, and Willie Gray, alias Penny Johnson, two confederates who not long ago worked an old confidence game on Mrs. Molly Miller, were indicted on the charge of obtaining money under false pretenses. It is said that they had Mrs. Miller to give them $30 for the purpose of making the exact change so that they could divide some money which they alleged they found on the street into three equal parts. Mrs. Miller was to get her share of the n-'oney for not telling on them.

British casualties in the war up to August 21 were 381,983 officers and men killed, wounded or missing, It was officially announced in the house of commons today. The figures show losses of 123,914, or a daily average of about 1,500 since May 31, when the last previous announcement was made. The largest proportion of casualties is assumed to have been In the Dardanelles.
LONDON, Sept. 14.—Field Marshal Von Hindenburg's offensive near Dvinsk, where the railroad leading from Vila to Petrograd has been reached, again menaces the railway connections with the Russian capital. The comparative success in other sectors which the Russians have gained in the last fortnight, however, causes the capital to regard the latest threat against it with no great alarm.
British opinion is that the Courland campaign of the Germans not only is proving costly In men and supplies, but is likely to fall unless the Russian offensive on the other extreme of the long front can be stopped soon.
By their latest attack in eastern Galicia, the Russians are reported to have penetrated Austro-German trenches in the face of an exceptionally heavy artillery fire. To the north the Russians are withdrawing steadily from the dangerous Niemen salient,

From the near east come reports that the Turks are firing villages on the Asiatic shore of the Dardanelles and it is suggested that they are preparing to abandon the straits. It is also reported that the Turkish shore batteries on the Asiatic side of the straits have been almost reduced to silence.
GERMANS FORGING AHEAD.
Victorious in Russia—Austrian! Win Against Italy. VIENTMA (via L»ondon, Sept. 14.— The following official statement from general headquarters was issued today: "The Russian attacks on the Bast Galician front continue. On the Sereth, strong hostile forces were repulsed at several points. There has been hand to hand fighting in the trenches. Northwest of Strouswa several Russian attacks broke down under the cross fire of our batteries, while others were repulsed with the bayonet. "During the night the allied troops, fighting near Tarnopol, took up a position prepared east of Kovlow and Jezierna, which joins our front on the east bank of the Strlpa, a move not hindered by the enemy. "Near Nowoalexinieo violent fighting is proceeding. Boat of Dubno our troopa have advanced to the railway. In the region of Derazo we repulsed the enemy at several points, the Vienna landwhier infantry regiment distinguishing Itself. "The Austro-Hungarian forces in Lithuania, during the storming of the village of Szuraty on the 11th, captured nine officers, one thousand men and five machine guns. "Italian front: Fighting in the region of Flltsch (Plezzo) and Tolmino continued yesterday with undiminished violence. All attacks were repulsed with heavy Italian losses. Again our troops maintained all their positions. In the region of Flitsch a hostile attack in the forenoon and an attempt in the afternoon to break through near the slope of Rombon were unsuccessful. The enemy brought troops from the southwest against Javorcek and Colbar-Planinia in the evening. TJiis attack also was repulsed."
INSURRECTION BREAKS.
Martial Law Is Proclaimed in Northern Part of Portugal. PARIS, Sept. 14.—A new insurrectionary movement has broken out not only in Lisbon, but in the principal provincial cities of Portugal, says a dispatch to the Journal from Madrid.
Dispatches from the Portugese frontier on September 2 reported an Insurrectionary movement at Braga and Cazais. Martial law was proclaimed in northern Portugal on August 2 to suppress a monarchial movement.

.Russia Gets Supplies.
PHILADELPHIA, Pa. Sept. 14.— The British steamship St Leonards, the first vessel to clear from this port for Vladivostok by way of the Panama canal, sailed today for the Siberian port. Fifteen locomotives and 6,000 tons of steel rails comprised the cargo valued at about $675,000. It was sent on the order of the Russian government, and supposedly will be followed by similar shipments.
Turkish Batteries Found. PARIS, Sept. 14.—The allied fleet has succeeded in locating Turkish batteries along the Asiatic shore of the Dardanelles, according to a Journal dispatch from Athens. Observer* in a captive balloon spied out the artillery which was silenced by shellq from the British and French guns with the result that the camps of the allied troops now are more tenable.

A Meeting of the board of publlo safety was to be held Tuesday afternoon at the city hall. It is expected that the board will take up the advertisement of new fire apparatus, the money for which was appropriated by the council Monday night, and also will allow the monthly pay roll of the fire and police forces.
JURY FAILS TO AGREE. After having argued for more than four hours, the jury in ther case of Frank Wagoner, a saloon keeper, charged with keeping open on Laxjor day, disagreed and were discharged by Judge Newton. Earlier in the afternoon the Jury called the judge and W. H. Wiley reported that a verdict could not be reached, .but the judge ordered them to deliberate some more.
