•A TOY" BALLOONS.

Two very destructive fires here In two days have been credited to toy balloons, offered for sale along with other Fourth of July wares. The Are at the Terre Haute Paper company will mount into thousands of dollars in damages. The loss sustained In the other case Is probably as proportionately severe. These two experiences should result In prompt legislation by the city council putting an end to such menaces to life and property. The free abandon with which wholly irresponsible people start these firebrands into the air outdoes any particular-^olly that comes to mind. If some loon mounted one of the higher buildings down town abd tossed torches on adjoining property a two-nine alarm would call out the fire and police department and he would be slapped into Jail and later awarded with a penitentiary sentence. His double, with his pink and blue paper balloon, has until now In some manner avoided responsibility for his acts and no one is safe from him. The open season for such folly should end •with yesterday. These toy balloons might be tagged with the dealer's name and bond might be asked of said dealer to cover any damages incurred, the bond being guaranteed by the dealer when he takes out a permit to sell the balloons. There would hardly be any market for toy balloons if this were the case, but if it is a choice between toy balloons and property, property might be given the first consideration. It is more necessary.

THE PASSING OF ROS8A.

Older Terre Hauteans will have their memories stirred by the news of the death of that prince of agitators, O'Donovan Rossa, which took place recently in an institution on Stalen Island, where the fiery orator had resided for several years. No name was ibore familiar than that of Rossa in the I&lmy days of his tireless activity. He was one of the heads of the Fenian organization in the '60s, and his eloquence and energy secured a large part of the funds that backed the Fenian uprising. The older citizens will recall the excitement that prevailed in the spring of 1866, when Fenian rumors were Everywhere. There was for a time an attempt at secrecy, but that was soon dropped. Armed bodies of men passed through the country on their way to Buffalo and other points on the Canadian frontier. On several occasions receptions were held during the brief time the Fenian-laden trains halted at the railway stations.

All through this time of excitement it was realized that a leading power behind the movement was Rossa. With the collapse of the raid of June 1, 1866, when the small body of invaders was driven back across the Niagara river, the local excitement rapidly subsided.

Rossa was born in County Cork In i'831. His true name was Jeremiah O'Donovan, the Rossa being added at the beginning of his active career. When he was thirteen the eviction of the O'Donovan family may have planted in his breast the seeds of dislike for English domination, seeds which were destined to. bear much bitter fruit. He came to the United States in 1863, organized the Fenian movement and secured funds for the cause. His six years' imprisonment for treason was followed by a sentence of twenty years'

THE GERMAN ADVANCE.

According to today's dispatches the Russians have ceased their retreat along the eastern war line everywhere but in the section of Poland. There the Germans are successfully pound ing: the army of the allies and London dispatches evidently count on the character of the country to be of some little advantage to the sore-pressed Russians*

The region through which Mackensen must pass is swampy, there are few railroads, and no highways fit for military transportation. Grand Duke Nicholas, who has conducted the Russian retreat, and has saved It from becoming a rout, may turn at any mo ment on his pursuers if the smallest opening can be found.

The Russian left wing, in southeast ern Galicla, continues to stand firmly against the German right. The Russians have been pushed beyond the Dneister only with the greatest difficulty, and they are now fighting in a region of many parallel rivers, at each of which they seem prepared to offer desperate resistance.

Such a situation is, of course, dangerous to the Russians as well as to their opponents. A sudden advance of the Germans would be likely to break the Russian line, and leave the left wing stranded in southeastern Galicla. The Russian commander must, therefore, be ready for Instant retirement when such a danger becomes imminent.

It is generally believed that another week of German advance at a pace equal to that which has hitherto been maintained will surely mean the fall of Poland. For this reason the next few days are likely to be a highly important period of the war.

PLENTY OF SKY.

Two summer charities that should commend themsettves to the public are the Fresh Air Mission, on Smith's heights, west of the city, and the Boys' club camp at Forest park.

Every year, about this time, we read about the little children of the city who are taken out to the country for the first time in their lives.

Some of them want to feel the grass and others are enormously surprised and entertained at the eight of a cow. The latest version of the tale, is the one in which the little boy, aocustomed all his life to city streets and brick walls, exclaims: "My, isn't the sky big out here?"

You see he hadn't ever had such a big view of the sky before. The buildings were always in the way.

Some people who have seen the sky from the heights of the Swiss mountains or the plains of Kansas have just as little and cramped a notion of the people in the world as this little boy had of the sky.

In case you have a little time and means to deivote to Things That Are Better enlarge your "sky" by advancing the work of these two enterprises.

It appears that the Page-Loring wedding will take place in the Chapel Royal of St. James palace. The additional statement that the wedding will be private seems somewhat anomalous.

A gold necklace and a diamond in a silver jewel case were among the pieces of jewelry stolen from the residence of W. E. Eppert, 2215 North Tenth street, some time Monday in the absence of the family, according to the report made to the police Tuesday.

The Grlsmer coal office at Sixteenth street and the C. & E. I. tracks reported the loss of a Norfolk coat, brass lamp, toilet set and some other minor articles.

DISTILLERY WALL FALLS.

Workmen engaged in cleaning brick of the old Wabash Distilling company, First and Park streets, are grateful to the high wind of Sunday, which blew down the south wall of the building, saving them the trouble of knocking it down. Both the'east and west walls have been torn down and the brick cleaned for the "market, but the south wall was standfng, three stories high. No one was hurt.
