ELKS PLAN CEREMONY.

Annual Observance of Flag Day to Be Held June 14. Plans were being perfected Friday by a committee consisting of W. E. Hendrichs, George Farrington, Will Hoft and A1 Condit for the observance of Flag day on June 14 by the Elks. The committee plans to secure the use of the Lyon tabernacle, which -will be vacated for the services, tiut if tn:s plan fails the celebration will be held in the lodge rooms.

It has been the custom of the order to commemorate the birth of the American flag on the day set aside for that purpose, June 14, but heretofore the services have been for the members alone, but it is thought that on this occasion other patriotic organizations will be enlisted to make the event a. notable one.

Mr. Hendrichs promises that there will be an interesting program, including an address by some well known speaker, and possibly a rhusical recital. The matter will be brought up at a meeting of the committee Friday night.

Of oourse no one will dispute for a moment the fact that the newspaper is supreme in its field as an advertising medium for the looal merchant. No matter what the advertising medium for national advertising, it will have to be oonoeded that the newspaper Is the only medium through which the merchant may reach the possible customer. Billboards and street oars are cheap advertising, but they cannot take the place of the newspaper. They do not enter the home, have no definite audienoe and no "news" value.

medium through which the merchant can reach his customers, the question naturally arises: "How shall the merchant make effective and profitable use of the newspaper?" The first thing the merchant should do is to fix a definite amount to be expended for advertising during the year. This amount should be a certain fixed percentage of the gross income, The percentage will naturally be larger the first year and will gradually decrease as the volume of business Increases. Spasmodio or periodical advertising does not pay, It is a waste of money and time. The merchant who advertises by spurts, who takes a "flyer" in certain dull season* of the year, will nevqr get satisfactory results from

Having decided to make advertising a part of his merchandising, the merchant should employ a man who knows how to advertise—a man who will give to that part of his business all his time, study and thought. He should be a man who knows more about mershandising than he does about literature—and yet he should know enough about the English language to keep him from murdering it, The faot that he may have been president of the looal ad club does not necessarily disqualify him for the job. and who Is entitled to the exclusive benefit of all he knows about advertising and merchandising. A mere "copy" man will not do. Almost any high school graduate can write pretty pieces of persiflage and flapdoddle, but they will not sell goods because there Is no salesmanship in them. If a merchant spends ten thousand dollars, or fifty thousand dollars a year in advertising, he should not hesitate to employ a man who can get good returns from it—not a man who will touch off the fireworks In one great splash and sparkle of verbal pyrotechnics—but a sane, conservative, steady, persistent man who goes about the business of building up a good-will asset for a house that cannot be destroyed, And you cannot hire such a man for the salary you would pay a clerk. The right kind of an advertising manager will keep the clerks busy. Any other kind of an advertising manager 1b an expensive luxury—no matter bow M* Mian*

Having decided upon the man, be should be given an office on the secon third or fourth floor, away from the hurly-burly of the store, with plenty of desk room and all the equipment necessary to do the work under the most favorable conditions. This equipment should include cabinets for the proper storing and classification of cuts. It should be a "workshop,"— not a room for the reception of solicitors or visitors. They must be manufactured ozrefully and laboriously with a pencil A man can dictate letters or editorials—but not advertising.
