Robert M. Sweitzer would perhaps halve made an acceptable mayor against him personally or against his ecant public record little was said. But 'thousands of his supporters included the worst elements of the city. His triumph on Tuesday would have given pleasure to thugs and gutter rats from every shady quarter of the city. The

Sweitzer candidacy did not appeal to the civic conscience of a community which has had a surfeit of government of & kind which almost any other city would have repudiated long ago.

After all, party names In local jurisdictions mean only what responsible leaders make them mean. The party

Hence we have a former president constituted a sort of party high court of appeal. No nomination Is to be considered genuine unless countersigned.

BROTHERHOOD OF MAN.

This complex life has been aggravated, it seems, by the war. A German pastor. Rev. Julius Schiller, of Nuremberg, writing in the Berlin Vossische Zeitung, observes that "before the war it was considered immoral to hate, but now Germans know that they not only may but they must hate," and further, the pastor says: "All protests against this hate fall on deaf ears we strike down all hands that would avert it. We can not do otherwise we must hate the brood of liars. Our hate was provoked, and the German can hate more thoroughly than any one else. A feeling that this Is the case is penetrating into England, but the fear of the German hate is as yet hidden. There is a grain of truth in Lord Curzon's statement that the phlegmatic temperament of his countrymen is Incapable of hating as the Germans hate. We Germans do, as a matter of fact, hate differently than the sons of Albion. We Germans hate honorably, for our hatred is based on right and justice. England, on the other hand, hates mendaciously, being impelled by envy, ill-will, and jealousy. It was high time that we tore the mask from England's face, that we finally saw England as she really is."

THE NEW THORN.

Street car Interests through their journals and otherwise, are issuing appeals to the people to squelch the jitney bus. It is represented that street car bonds and stocks will go tobogganing, that the lines will depreciate, and that the people will wake up and find the better street car service gone with nothing left but the uncertain and haphazard Jitney to survive. However, other lines of enterprise have been forced to meet even as drastic competition and have survived. Few thought the jitney would Invade the sea, but it seems to have done so. The current marine journal published in San Francisco, says:"Since the state railroad commission has been given jurisdiction over regular steamship lines operating between California ports, the jitney problem has invaded the sea. The difficulty arises out of the fact that the public utilities act gives the railroad commission control only over regular lines of vessels operating on regular schedules. The occasional tramp ship does not have to publish rates, can alter tariffs at a moment's notice, and generally speaking can do just about as she pleases in regard to the transportation of either passengers or freight. The. injustice to the regular lines is obvious. So obvious, indeed, that the situation amounts to penalizing owners' for maintaining regular services. Schedules mean expense in the steamship business. Freight is often left behind on the wharf on account of schedules, large numbers of agencies and ticket offices are occasioned by schedules, and Vessels operating on regular routes should not be called upon to suffer encroachments on their business by non-regulated steamers or schooners."
