Throughout the week temperatures have been above the seasonal average, and no appreciable precipitation occurred. A trace of rain on the third Is the only precipitation recorded. In the entire central portion of the conntry from the plains eastward to the coast the same condition prevailed
Several recent inquiries at the office lead me to think that quite a few persons are of the opinion that we are to have a severe winter In this section ot the country, basing tneir assumption on the fact that we have had a warm summer and fall. Of course, the reasoning here is that a law of compensation operates for a cold winter to offset the abnormally high temperatures of summer and fall. While nature does operate to preserve a son oi equilibrium of temperature, it dees not necessarily follow that every warm summer is succeeded by a severe win ter. Nature has infinite time at ber disposal, and does not require a nice temperature balance at the close of every four seasons.
Compensation for our warm summer and fall may not be accomplished for several yean, and then not through, the means of a severe winter. A cool summer several years hence onsets a warm one Ju«t as effectively as a. succeeding hard winter, and an open winter balances a severe cold season in the same manner. I have gone over the records of several stations covering a period of thirty or forty years, and have found that It Is Just as common for a bitter winter to follow a cool summer as to succeed an abnormally warm one.
What I say must not be construed to mean that we are to have an open winter, but rather that It is Impossible to say what our winter season Is to be. Seasonal forecasts are impossible whether based on a law of compensation or something else. No one Is competent to say whether the winter of 1914-16 Is to be severe or open. 2
