OLD SOLDIERS CLOSE TODAY
Election of New Commander-in-Chief and Naming Next Meeting Place Chief Events of Today.
DETROIT, Mich., Sept. 4—At the closing business sessions of the fortyeighth national encampment of the Grand Army of the Republic today, the old soldiers were to decide upon the rext meeting place and to choose new officers. It was expected that the 1915 encampment would go to "Washington, although the selection of the national capital was not assured. The" race for commander-in-chief, to succeed Washington Gardner, of Albion, Mich., promise! to be close and spirited.
The next encampment will mark the fiftieth anniversary of the close of the civil war and may also be th® last gathering of the veterans made eventful by their parade. The first grand review of th« armies In the north, after the war, took place In Washington and passed before President Lincoln. Many of the boys In blue are anxious that their last march, if it shall be the last, be on Pennaylvania avenue.
When the meeting was called to order this forenoon, some ventured to predict David D. Palmer, of Iowa, would be the next commander-in-chief. Sentiment always has favored the election of a veteran who has been a department cammander. Among other candidates prominently mentioned were C. W. Blodgett, Ohio O. A. Summers, Indiana Frank O. Cole, New Jersey P. H. Coney, Kansas and Thomas H. Soward, Oklahoma.
The fireworks display, postponed last night because of the high wind, will take place tonight at Belle Isle, weather permitting.

PRTJTTT HEADS MEX RAILROADS.
Former Terre Hautean Advances to Managership. EL PASO, Tex., Sept. 4.—As a reward for his faithful service to the great Pearson interests in Mexico during the three revolutions, J. J. Prultt, formerly of Terre Haute, Ind., has been made general manager of all the railroad interests in the republic of Mexico, including the Mexican Northwestern railroad from El Paso to Chihuahua. Mr. Prultt came from the Vandalia at Terre Haute to be general superintendent of the Northwestern railroad, but the road was in control of tthe fighting factions in Mepcico and his principal duties were to protect the company properties in northern Mexico. This he did at the risk of his life and he sent his son into the rebel and bandit territory of western Chihuahua, where Meximo Castillo was operating, to assist in caring for the Pearson company's property. In recognition of these services to the company Vice President J. O. Crockett, another Vandalia man, in the absence of Dr. Francis Pearson, announces Mr. Pruitt's promotion at once.
CARRANZA ONLY FIRST CHIEF.
Washington Sets Limit Upon Its Recognition. WASHINGTON, Sept. 4.—So far as the United States is concerned, General Venustiano Carranza is not provisional president of Mexico, but "first chief of the constitutionalist army," in temporary charge of the executive power of the republic.
President Wilson himself so explained the status of the Mexican •executive in discussing Mexican affairs with callers. Mr. Wilson said that so far as he had been informed, Carranza did
not
style himself, "provisional pres
ident," retaining the title he has used since Madero was overthrown.
