MOVES TO REAFFIRM
United States Cannot View With Indifference Alteration of Status Quo of Islands of Pacific.
WASHINGTON, Aii*. 21—A resolution reaffirming adherence of the "United States to the "open door" policy in China and proclaiming that this government, in view of the apparent extension of the war In Europe to the far east, could not view with indifference any alteration of the status QUO of the islands of the Pacific and Ocean ica, was introduced in the senate today by Senator Gallinger. It was referred to the foreign relations committee. Accompanying his resolution, Benator Gallinger submitted a memorandum pointing out that in the waters lying between the Philippines and Hawaii and south and southeast of the latter, are islands owned by France, Great Britain, Germany said Also in that region lie Guam and other islands owne® by the United States and the Samoan Islands, in tfWch FYancet, Great Britain, Germany and the United States have interests. These, he points out, are "in easy striking distance of the Philippines, to say nothing of Panama and San Francisco."
NEW YORK, Aug. 21.—What should be done with two escaped prisoners of war, Germans, who reached this port as stow aways on the United Fruit steamer Almirente (British), raised a problem today for the solution of the Washington government. They are now in the custody of immigration officials at Ellis island, awaiting word from' Washington as to their disposal. Formerly members of the Almirente's crew, the pair were put ashore at Kingston, Jamaica, with other German sailors at the order of the British military authorities there and imprisoned. In some manner they escaped, boarded the Almirente again and stowed away. The Almirente arrived today and they were turned over to the immigration inspectors as escaped prisoners. They are described as Frederick Affenselter and Frank Ibe. I
FERE IS TROUBLESOME.
Blaze At Milling Company Does But Little Damage, However. Fire, thought to have originated from a hot bearing, caused the Are department considerable trouble shortly after 3 o'clock Thursday afternoon at the Indiana Milling company's plant. Sixteenth street and Maple avenue. While the blaze did only slight damage, the firemen worked for nearly a half hour, before tlje fiVe had been extinguished. The blaze was first noticed at a grain hoist on the lower floor. Before the departments could arrive in response to an alarm from box No. 143, the fire had mounted to the fourth floor. The shaft acted as a flue for the flames. Almost the entire building was filled wlth^pmoke when the department arrived, and there was some difficulty in locating the flames. The damage, however, will be less than $25.
WAR HEWS CREATED STIR.
PAGOPAGO, American Samoa, Aug. 6, (via San Francisco, Aug. 21).—News of the declaration of war between Germany and Great Britain caused the greatest excitement when it reached Apia, German Samoa. Evidently the German commandant felt that the port was not defensible against naval attack or serviceable as a naval base for the merchantman Sok-Solf, which arrived here today brought with her all the government bullion and private funds on deposit there.
The German wireless station at Apia was opened August 2, and immediately Justified its installation by carrying the declaration of war.
OH COMPANY INCORPORATES.
Articles of incorporation were filed with the county recorder Friday afternoon by the Clyde Alkire Oil and Gas company, which proposes to do business in Vigo county. The capital stock of the company is fixed at $25,000. There are 1.000 shares of stock at $25 a share. The directors for the first year are Louis Silberman, Malcolm A. Steele and M. C. Hamlll.

CASE OF TYPHOID FEVER.
Health Board Will Look Into Quality of Water in South Side. Following a report of a case of typhoid fever at 409 Oilman street Friday, Dr. Frank A. Tabor, secretary of the board of health, began an investigation into the purity of the water in that- part of the city. It is said residents in that section are without city water and in many cases the wells are not constructed so as to preclude germs. This Is the first case of typhoid that has come to the attention of the health department for some time. Last month not a single case was reported.
AMERICANS SAFE IN SPAIN.
WASHINGTON, Aug. 21.—Consular reports from Spain said American® were receiving cash for checks and letters of credit from the branches of the banking firm of Morgan and Haries. The steamer Infanta Isabel, the report adds, will be able to take home1 almost all of the Americans in Spain who have already gathered at Barcelona and Cadiz. I

COUNTY FAIR PENS TO BE FILLED THIS YEAH
Entries of Exhibitions of Live Stock Being Received Daily—Races to Be Attractive.
The farmers of Vigo county and the surrounding territories will have more to interest them at the Vigo county fair this year, than ever before, according to Secretary Charles Duffin. Every pen and stall will be occupied during the fair with the choicest fat stock in the middle west. Entries of hores, cattle, sheep and hogs are being received dally.
A feature event for the farmers will be the county pace and county trot, in which no entry fee will be charged. In these races the farmers may enter their fastest steeds, but the rules demand that the owners must drive their own horses, and not turn them over to an experienced race horseman. The county races will be half mile heats two best In three. These races have always caused a lot of Interest and merriment and It is doubtful if there Is another raoe on the four days' card that will draw as much as this one. The reason for this is that every one of the drivers is known and the fact that they have had little or no experience on a race track, makes the race all the more interesting to the many friends of the drivers. 1 1 1

Aviator Dees the Loop the Loop Act, Engine Goes Dead, and Machine Falls Like Plummet.
MIN-BOLA, Y„ Aug. M.—Albert Fileux, of New York City, an avia/tor, fell 1,000 feet In his monoplane to the Hempstead aviation field today and escaped with his life. He was badly bruised and lacerated but surgeons at the Nassau hospital said that he was suffering chiefly from shock and that they thought he would live. Fileux fell while looping the loop. He had completed the circle and the nose of his aeroplane was pointed straight for the earth, preparatory to making a long glide, when his engine went dead. The machine fell like a plummet. Onlookers watching the flight saw his frantic efforts to right the* aeroplane and when these failed, saw him swing himself into the cockpit of the maxihine so he would not be caughtt beneath the heavy engine.
As he climbed back, his weight so disturbed the balance of the monoplane that instead of falling nose down. It turned when a hundred feet from the earth and hit the ground on the front
