Mayor Roberts Delivers Address in Absence of Lieutenant-Gov-ernor O'Neill.
The annual fair of St. Leonard's church In West Terre Haute was formally opened Monday evening when Mayor Donn M. Roberts, of Terre Haute, delivered the address of welcome. A large and enthueiastic crowd was present. It had been hoped Lieutenant Governor O'Neill would open the week's festivities but he was in California making plans for the Indiana building at the Panama exposition.
A large arch bearing the word "Welcome" marks the entrance to the grounds and on the inside everything is brilliantly lighted, while the stands and eeats are decorated with American flags. The most popular places Monday evening were the "Cave of Wonders," the merry-go-round, the country store, the fancy work booth, the doll booth and the "Fishing Pool." The booths were selling ice cream and soft drinks also did a large business.
Tuesday evening will he Knights of Columbus evening, Wednesday there will be a card party, Thursday will be St. Francis society evening and Friday will be Young Men's Institute evening. Muslo will be furnished ,every evening during the week by t^o West Terre Haute band.
A popularity contest, which opened Monday evening and will continue throughout the week is attracting much attention and the race promises to be a hot one. The vcung ladies entered in the contest are: Miss Jennie Roach, of St. Joseph's cnurch Miss Lena Giffel, of St. Benedicts church Miss Mary Dolan, of St. Patrick's church Miss Gertrude Dailey, of St. Ann's church, and Miss Catherine O'Rourke of St. Leonard's church.
DECLARES ENGLAND MUST ACT.
U. S. Naval Man Sees She Has No Other Recourse. NEW YORK, Aug. 4.—Rear Admiral Alfred T. Mahan, United States navy, retired, authority 6n naval affairs, today expressed the opinion at Quogue, L. I., that England must at once throw her fleet against Germany for the one chief purpose of maintaining her own position as a world power. For England, he said, it was a question if she remained out of the war, of sacrificing her empire in the next generation to the interest of this generation.
Rear Admiral Mahan also holds the -view that Italy must join the war within a week's time, not as a partner of the triple alliance but as an ally of France and Russia. Italy must take this step, he said, and hold the Aus trians in check for the salvation of the Balkans which are already threatened by Turkey and sure to be the prey of the Turks unless the Austrian navy can be kept from the shores of Greece.

JUNE 30—Rioting, bloodshed and burning end anti-Servian demonstrations. In hand-to-hand battle with Moslems at Mostar, while the city burns, 200 Servians are killed. German nationalist students riot in Vienna and burn the Servian flag. Mohammedans, Croatian? and Servians fight in streets of Nevesinje.
JULY 1—Infuriated students, striving to continue. Martial law proclaimed at Tusla and Maglaj. More bombs, believed to be meant for archduke, found in Sarayevo.
JULY 2—Infuriated students, striving to wreck the Servian legation in Vienna, battle with police as bodies of archduke and his wife arrive on funeral train. Emperor William abandons trip to Vienna to attend funeral.

JULY 27—Sir Edward Grey, British foreign minister, heads French and English move for mediation between Austria-Hungary and Russia Austrian troops invade Servia fifty miles west of Belgrade. Kaiser Wilhelm, of Germany, looked upon as chief hope of peace, keeps his counsel.
JULY 28—English effort for mediation called failure, and hopes of peace center with czar. Austrian troops mass on Serb border, drive back Servian volunteers who cross Danube, and sieze two Servian steamers.
JULY 29—Belgrade, bombarded, burns. Austria-Hungary and Russia sever diplomatic relations. AustriaHungary rushes more troops to border as reports come of Russian mobilization along frontier.
JULY 30—Hundreds die as serious invasion of Servia begins and Belgrade and Semendria are attacked. England unifies as its army and navy prepare for conflict, while Fiance makes war preparations. Europe generally abandons hope for peace as Germany demands Russia cease mobilization.
JLLY 31—Germany sends ultimatum demanding France declare neutrality and Russia cease mobilization. Russia orders 4,000,000 men to report at stations, and Austria-Hungary orders general mobilization. German military activity reported from every side. France rxnd Great Britain trying to preserve general peace, prepare for war. Censorship cuts off news of operations along Servian frontier.
