The Western Union Telegraph company has refused service to the Newport outJaw track, and this means practically th'at th'e much talked-of foreign book to be run by Ryan and Fowler can not. get a wire on the New Orleans and 'Frisco rabes ""'tAs 'nuHined some days ago the Western Jockey club Insisted on its agreement with th'a telograpm company, to the effect that the Western Union would not furnish service of race reports to any track in the West not racing under the rules of the jockey club. The Western Union stood .by this agreement when LR-Vab and,-Fowler made application for a wire pr-om^thjs it seems impossible to •conduct a foreign book at Newport. As th£ -foreign book- was- the essential thing ••id-the'proposed-.Meeting, this body blow may seriously affect the prospects-of tho meeting opening at. all. Ryan, however, .iosists that this will make no difference, and that he will take bet* -on th# winter races. Turfmen do not believe that the meeting can run without the foreign book attachment, and it is certain that a foreign book can not be made under present condiitions. Thus t.h§ first move of the Western Jockey club against the Newport outiaws resulted in a complete victory, and. in fact, mav end the entire business. Even if the Rvan-Fowler people seek to carry the issue of telegra.ph service into the courts it may be six months or a year before a decision is rendered, and thus in any case the Newport .meeting could not be benefited.

Many of America's fastest cyclists will ride in Paris next year. The rklers are: George I.eander, winner of the reoent slxday face Joe Nelson of Chicago, Owen Kimble, "Major" Taylor, the great colored rider, and "Woody" Headspeth, the colored rider of Indianapolis, who had his collar bone broken during the first hour of the six-day race. teander will ridie two sprint and two pace races 5n May and June. Nelson will begin racing in April and follow pace exclusively. Kimble will engage in matches with Piard, Bonrpth, Jacquelin, Meyers and EUlegarde, the Frenchman. If Kimble wins four out of the five races he will be matched to race "Major" Taylor, Robert Coquellf, manager of the Buffalo track in Paris, sailed for Europe today, accompanied by Jean Gougoltz, the French rider.

Gardner F. \Ve.lls of feoston, {lie new manager of the Terre Haute. ^Electric companv. was in the city on business yesterday, savs the Indianapolis Sentinel. Mr. Wells reports that he Is getting things in roa-diness to push construction on tho line to Clinton from Terre Haute a soon as the weather permits. The franchise for this line is controlled by the Terre I-Iaute company and backed by the Stone & Webster operating concern of Boston. The engineers are now preparing specifications and Mr. Wells promises that the line, which is eighteen miles long, will be Operated early Tn the spring.

J. Peyton Clark, whom Mr. Wells succeeded, has gone to Dallas, Tex., to take charge of the D&.llas electric corporation for Stone & Webster. This is a promotion for Mr. Clark, as the Dallas properties are the largest that Stone 8: Webster operate. The company has eighty miles of road.
