The Mew Building. Laying nf the Censer Btene. The county or poor form la situated on the Orawfordsvllle road, about thro* miles from tbe city, and about a mile from Garner's ford. It oooalate of en* hundred and aixty acres of arable lend, and waa purohased la UH at a cost of 01,000. There are two buildings on it, one of whloh waa erected In 1840, and the other la 1860. The first, which la the poor bouse proper, contains kitchen, dining and sleeping rooms for the destitute, while the latter la occupied by tbe Insane. In the former the rooms are small and the ceilings low, and It Is exceedingly difficult te find accommodations for those who must be taken care of. Tbe building has been overcrowded for a long time, and the County Commissioner being apprised of lbs foot, determined last foil te erect a new building, which would afford ample room. Accordingly they paid a visit to Cincinnati, and inspected the county house tbero, and at the meeting after their return, decided to build immediately, and in March adopted tbe present plan. With the opening of spring, work waa commenced under the superintendence' of persons appointed by the Cammiaaionera, who had decided not to let tbe work out by contract) it baa been prosecuted very rapidly, and ytsterdsy, tn accordance with previous announcement, the comer stone was laid.

Wilmington, Deputy Aadltor; Arthur L. Wright, County Treasurer; Andrew Wallace, Dr. T. B. Elliott, Dr. Davis, of the Insane Hospital, William Willard, and otbers. Dr. William Wands, county physician, announced the object of tbe meeting, and introduced Rev. Mr. Elgin, who read the Bermon on the Mount—Matt., 6th chapter—and then mad* an appropriate and foellng prayer. Tbe box then being adjusted in the atone, Dr. Wands Invited any one present who felt so disposed, to speak, but none availing themselves of the offor, he then invited the company to step into the house and partake of refreshments, an oiler which, after the benediction was pronounced, all accepted. Judging from the plan of the new building, It will be admirably adapted to the purpose for wblcb it is oonatruoteo, and will tevorably compare with any similar institution in the country. It will be constructed ln\he best and most s ubetantlal manner, and tbe health and comfort of the Inmates will be regarded in every particular. There will be a sufficiency of room, which Isgrdhtly to be desired, especially in the cases of the sick. The present quarters are now so limited that several pei a ms have to be huddled together In the same room, a condition of affolrs not particularly well calculated to preserve health. The building is designed by R. P. Daggett of this city. Ephram Coleatock la superintendent of the carpenter, and J. W. Thompson of the brick work. The building will cost about 676.000, and will be completed during tbe fall. It will be 004 feet In length, while In depth, to tbe extreme rear from the central tower, it will be 184 foet. Tbe main central building Itself will be 80 feet in depth by 08 feet In width. In externa) appearance, the architectural design Is to be after tbe Norman system. The Central tower, which la 18 feet wide, projects out tn front far enough to afford a fine carriage drive beneath It. Tbla ts supported In front by three heavy brick and stone pillars, and will be 84 feet In bight, each story being lighted by large double windows. Tbe main building aianda with the gable end to the street, and is 62 test In bight to the eaves. Running out on each side, east and west, are connecting buildings, 80x87 test In slae, to which wings are attached, 36 leet front, standing with the gable end to the street, and running back to a depth of 80 feet. In the oen er of each on* of the two extreme wings is a tower or set off, running to a hlgbtof fifi feet. The oonnectlng buildings are 44 feet high. In addition to the main entrance, there are four other entrances In front, one In each wing, near the main building. In the rear of tbe main building Is another one, 08 feet in width by 76 feet in depth, and of the name bight aa the main one. Entering the building through the oenlral tower, a hall ten feet wide runs back forty-five feet, where it la crossed by another hall of the same width.
