Although hto Mend, Mr. Phillips, said in all tte country the war wm over, yet the sixteen hundred murders in Texas, stimulated by vindictive rebellions, must be an answer to that question. If Con-

enforce tbe powers of tte gov-

ernment and continue those States in tbe grasp of war where tbe hostilities have been suppressed, fearing that tbe insurgents assy again rise, and, then being no protection, might not Congress declare such measures as would preserve peace? It to the duty of Congress to give the rebellious States the blessings at peace and eeenrity under law; tbe length of time in which to do so are matters of legislative authority. As to tte petitioner, there to no civil government In Mississippi whleh can punish him If be should be fennd guilty of tbe crime for which he to arraigned. After farther argument, he said tbe beet anderatandlng of tbe view be had given was consistent with every opinion ol tbe Supreme Court, and consistent with every ex press ton of the opinion of tte Chief Jostles, either as held, Individually, or as s member of tbe Court. Tbe Chief Justice Interrupted tbe Attorney General, sod said that In Texas tbe case to which referencs had been made, he Indicated, rather than expressed an opinion, that the power to suppress an Insurrection and tbs power to make war, would exist so long as actual hostilities are carried on, bat when hostilities t, all restoration within tte Constitution which guarantees a republican government to each State, that is civil and not military power. The Attorner General resuming, said that tte military control moat continue until tbo Slate can be safely turned over to tbe civil author-

Jamea M. Carlisle, of counsel for petitioner, said that tte Attorney General began by telling them that be had no bnel-

He was satisfiod of one thing, that whether such an expression was made at the bar, or expressions elsewhere, whether printed or spoken, would nave one feather's weight to turn the scale on this question whleh Hto Honor is bolding

Report of General Carr's Operations Operations Against the Indians.

ST. LOUIS, July 14.

A dispatch from Omaha gives the following report from General E. A. Carr, of his operations against the Indians. On the 11th inst. I surprised a village of Dog Soldiers and Cheyennes, under command of Tall Bill; killed thirty-two, and captured seventeen women and children, among them a wife and daughter of Tall Bill. They had two white women, taken on the Saline. They murdered one whose first name was Susanna. We gave her Christian burial. They aatempted [sic] to murder Maria Wright, but the ball glanced on a robe, and she will probably

cept horse meat until they can find bufalo. We captured three hundred and fifty animals, eighty-six lodges, forty rifles, twenty pistols, a number of robes, and a quantity of camp equipage, which was destroyed. The names of the chiefs captured are Goodlio, Whistler, Powder Face, Pretty Bear, Stern Face, and Bull Thigh. We followed them ten days, and found them at a spring, east of the South Platte near Valley Station. They went back toward the head of Frenchman's

Ford. They still have many animals.

We galloped over fifteen miles through deep hills of sand. Our horses entirely gave out and some died. They will require several weeks rest. I am coming to Fort Sedgwick. ———<>———
