The reputation, and consequently the present political position, of Senator MoatoN is largely due to Judge Huuiies. lie was the counselor of Governor Morton during the war, and when his back bone let down, Hughim came to his relief and stiffened the weak spinal column. We understand that Morton has a respect and affection for IIuoiirs on account of the peculiar qualities which give him prominence. Uuoiiks is talented, educated, bold, unscrupulous and vindictive. It waa these characteristics that made IlroHKS an almost necessary adjunct to Morton, and they gave the former an almost irresistible sway over the latter. Two years ago Hughes surrendered his own claims for the Henatondiip to give an unanimous nomination to Morton, and it was doubtless with the agreement that if the Republicans should be successful in the elections last fall, as they were, that the latter should use his influence to secure the election of the former, and it now remains to be seen whether the contract will be fulfllled. We donbt, however, whether Morton has now much consideration with his party, or the kind of control that will enable him to render any effective service for his friend. We judge from surrounding circumstances that neitherhave just now an overshadowing Influence with their political friends. Early in the season Morton brought forward in the Nenate his pet financial measure and sustained it with what the party papers in his interest claim to have been an able and plausible speech. The achemo, notwithstanding it was introduced with a flourish of trumpets, faffed to make any Impression npou the public mind, and even his own party papers have made It the subject of ridicule. All the assumed popularity and gubernatorial reputation of Senator Morton could not command any respect for his ridiculous proposition to restore specie payments and n specie currency. The Indianapolis Tom .^..y'notwlthstanding all its sympathy for Governor Morton, after a diligent search, can not find a single radical paper of any repute, that unqualifiedly approves his plan for making greenbacks and national bank notes equal to coin. Tho Journal only claims this, and we copy what it says, Just as we find It In that paper: “Those who practically favor Senator Morton’s bill are the New York Time*, St. Louis Democrat, Chicago Journal, Louisville Courier-Journal, Evansville Journal, Indianapolis Journal, Terre Haute Kxprtta, and nearly all the weekly papers in this State.” How stands the Chicago Tribune, the Cincinnati Oatellc and Commercial, and the other leading radical organs of the Northwest? Are they not practically opposed to Senator Morton’s bill? Judge .Huohes Is a candidate for the Senate, with a full bellaf that he will be elected. But, like Morton, he Is so unfortunate as not to be backed by his party press. There are some sixty or seventy radical newspapers In the State, and out of this number only two sustain Hughes for the Senate, to-wit: The Morgan County Gazette, and tho Bedford Independent, but we can give these papers credit for a most vigorous support. It is said, however, notwithstanding the seal of those papers for their favorite candidate for Senatorial honors, that the Representations of those counties in the Legislature will vote for another mart. Judge Hughes may have, notwithstanding the unfavorable symptoms, a latent strength and influence that does not appear upon the surface. All must concede that he is the best representative of Radicalism in Indiana, and why should he not be the recipient of the honors of his party? Wo fear, however, that the former Influence of ~ Morton and Hughes over their party is on the wane, if It has not departed altogether. This will be tested on the assembling of the Legislature, and If the combined influence and their heretofore eminent positions of Morton and Hughes, in their party, can not secure for the latter the Senatorshlp, tho conclusion will be irresistible that they were “the light of other days,” but now they are like the fliokering and expiring wick

Make money, said the Scotch woman to her sons—mak* money, honestly, if you oani but make money. Is that the sentiment which prevails in Congress? The Pacific Railroad swindle and other Congressional |obs should excite tha attention of the people. This kind of stealing should be stopped. Not another dollar in money and not another aero of land should be pledged ^ -any railroad enterprise. Our vast indebtedness should first be provided for, and then it will be time to aid visionary schemes for public Improvements, that anticipate the necessities of tho country for at least half a century.

Tbs Police Board announce that they will hold an open session to-morrow' morning lor the purpose of investigating cbgrgea against the Police force. This is a mere whitewashing operation, as every person understands in advance. The Police Board and the Police force understand each other and will act in concert. What hope that charges will be fully and fairly investigated when the fastidious Jameson of the Police Board announoes that ho will not believe the statements or even the sworn evidence of “unfortunate women,” or thos* of the male sex who may have been found within their habitations? They will accept as gospel truth all that the virtuous police may say, but will give no credit to the statements of their victims. When the economical Jameson announced that he would resign his place upon the Police Board If an independent committee was raised to Investigate charges against the police, it became evident that a covering up process, like the Baker case, would be tho result. Instead of the Board having been sensitive over the prospect of ths investigation passing into other hands, they should have invited the closest scrutiny into all their transactions. It is only rogues who fear exposure. Is it to be presumed that men or women, who have been black mailed for having been found in Improper places, will voluntarily come forward and make charges before a Police Board, exposing themselves thereby, and especially when they are told i.t advance that their statements will not have a feather’s weight against ths representations of those whom they arraign? The sly old fox of thedffrst Ward understands human nature too well for that. He well knows that the proposed investigation Is a humbug, and that tta sols purpose'!* to hoodwink the peopla. If mo chatgea are brought against ths police before a tribunal that acquits them in advance, it will be proclaimed that tha judgment of the Board and the innocence of the police have been, confirmed. Let the Council appoint a committee who will have the courage to investigate the charges in ■ way that will bring out all the facts, and then, if they can not be sustained, ws will be the first to proclaim the virtue of the Police Board and the police force.

Some are enthusiastic to begin the golden flow at an early day, while others open their eyes and in gaping astonishment beg to be informed how much gold there la to pay with, and how much of what there is can be had for that purpose. We have thought there might be 1300,000,000 all told in the entire nation. The President thinks there are $400,000,000, and Secretary McCulloch supposes there may be $Lt r iO,000,000. Senator Morton figured up abeut $500,(100,000, but throw off $150,000,000 for a margin of |>oaaible deficiency. We have now the estimate of the J'Vnoncial Chronicle and Commercial Review, of Now York, which says there Is not a dollar over $100,030,000 between the Rocky Mountains and the Atlantic Ocean. That journal cyphers all round, from the United States Treasury, through all the banka, and down into the pockets of all misers, and can make no more than the
