iir. Paine introduced a resolution which was adopted, calling on General Orsut to furnish the number of votes cast In Arkanaaa on tbe doption ol tbe Constitut on. The nn-mbera then proceeded to the Senate. On returning from the Senate Mr. Donnelly, of Minnesota, obtained leave to make a personal explanation. He then made a statement relative to bis presenting a bill some time elne.8 to aid a railroad In his State, to the construction o( which Mr. Wasbburne objected. Subsequently Mr. Washburne wrote a letter to tbe constituent* of Mr. Donnelly, making certain charges regarding Donnelly's previous political record, and action in this Congress.

The
Wasbburncs are chronic office beggars, and were as miserable and uncomfortable out of office as a slump-tailed bull in fiy time. Every male born into the Washbusno lamlly Is born with M. C. franked on his broadest part. Alter further comments, Mr. Donnelly said be had anslized tbe stomach of tbe gentleman from Illinois, and If It Is possible for him by this perlstallc action to bring up anything mare loithsomo and disgusting than he has vomited over me in tbnt letter, In God’s name let It come. Tne Speaker called Mr. Donnelly to order twice. Mr. Donnelly occupied his hour In a similar ■train, and was allowed to proceed by tbe consent of tbe House, Mr. Wasbburne Joining In urging that he have permission to proceed. Mr. Donnelly continued In a strain of vindictive rctert, to disprove the charges made In tn« It tier, bis remarks being received with great good humor by the members. Mr. Donnelly concluded by saying that Mr. Wa-hburehad lowered the honor of Con. gress. If, said he, there be In our midst one low, sordid, vulgar soul, one barren of mediocre intelligence, one heart callous to every kindly sentiment, and to every generous emotion, one tongue leprous with slander, one mouth like unto a den of foarce bessteglving fourth deadly Oder?; If there be one character white, biocbed, and ■potted yet raves and rants and blackguards like a prostitute, If there be here one bold, bad, empty, bellowing domagogue it Is the gentleman from Illinois. Tbe Speaker, with severity In his todes, stated to Mr. Downally that his remarks were net honorable to tbe House of Kepresentatives, sod that although the House tolerated them the Chair could not consent that they ebnuld go on the record except with bis protfBts Mr. Donnelly begged pardon of the House; but the House would acknowledge that no member had met with so rude an assault »s

Mr. Washburne, of Illinois, said: During my i nil re time of service in tnis House, 1 have never asked leave t-i make a jiersonal explanation, and I nuver expect to. Toe party Lora Minnesota has Dad the letter which I wrote to • geutlem in in that dtate, read to tbe House, and U h - s gone on the record. < Every assertion made in tbst letter Is true, and whoever says it Is not true, states What is false. If I were called on, and I desire to tay this. If I, under any operation of circumstances, were called upon to make a personal explanation, in reply to a member, it would not bo to a member who had committed a crime; It would not be to a member who-r*n away; it would not be to a member who had changed bis name; It would not be to a member whose whole record In this House is covered With *°The P S|SakeMreminded Mr. Washburne that his rem ifhs were unparliamentary. _ Mr. Washburne was sorry that the Chair supposed him outof order. I repeat If I were called upon to make ■ personal explanation, I should make u with’a membor not covered over with crime snd infamy, whose record u stained with every fraud, with whisky and other frauds, witn a man Who has proved him sell lalat alike to his friends, his country, his consiuuoots, bis politics, his religion, and his Goo. CHICAGO. netbadiat General Gaaference. Chicago, Saturday, May 2. The conference assemuied at niae o’clock tbit morning, Bishop Simpson In tbe chair. It was opened with singing, and prayer by. the Rev. T. M. Hudson, of Pittsburg. The Journal of yesterday’s 1088100 was read, when the Committee on Episcopacy announced their organization by the election of Rev. Dr. Trimble as chairman, and Rev. J. Lindsey, Secretary. Toe Commltu oo Itinerancy alto reported tbe election of Rev.Dr. J. T. Peck. Chairman; Rev. Dr. Nesbi’, Secretary, and Bsv. J. C. Reed, Enngrosdng Clerk. Rev. Dr. EJdy asked tbe reconsideration of the vote o( yesterday, by which tbe colonisation cause was referred to tbe Committee on Freedmen, and the appointment of a (pedal committee. This morion elicited considerable discussion, In which Drs. Wise, Hunter, Crane, and others, participated, snd which developed a decided opposition to the colonization society otjacte and Methodism. Tbe motion was laid on the table. The conference took up the regular order of business, being the presentation of memorials, petitions and appeals. Tne Secretary called the roll of the conference. and various petitions were presented, mostly Ip fsvor of lay delegations, tne boundaries of aonual con erences, and the presiding Eldership. The Rev. Dr. R Eddy moved that tbe Secretai y be ordered to Insert the Washington snd Delaware conferences In the list of conference*. as these two confereuees are composed woolly of colored ministers and people. The (notion produced some sensation. Tbe Secretary, Rev. Dr. Harris, explained the omission, staling that these two missions were considered mission conferences, snd as such were not entitled to representation by delegates In this body. Rev. J. T. Pecs, D D., of Troy, New York, suggestad that the names of these two conferences be entered on tbe roll without determining thslr status for tbe present. Dr. W. H. Ferris,of New" York, moved the reference of the motion of Dr. R Eddy to the Commiitseon the Credentials of Representatives of tne Missouri Conference. Dr. R. Eddy re-lsted this disposition of hit
privileges of the t burcb, and to do this at once. Rev. Dr. Persling. of Pittsburg, thought It impossible legally to admit these bodies at present, though be favored thetr coming In as soon as it could be done in accordance with discipline. Rev. Dr. Foster arose to a point of order. He stated tbe point to be that on bis motion yesterday, the whole subject of mission conferences was referred to a special committee, and therefore this whole discussion was out of order. The point was overruled by the Chair. Rev. Dr. Haven,ot Michigan, urged the pro prtety and Importance of Immediate Inserilon of the.-e two conference* on tne roll without reference to the admission of their delegates. He finally opposed referring so simple a matter to a committee. In which It would, probably. sleep for a long time. Kev. Dr. Harris, stated what had been the invariable practice heretofore in regard to tbe disposition of matters pertaining to tnose who are unrepresented In the General Conference, and showing that any member could bring before that body such matters. Dr. Porter, of New York, spoke In fsvor of the motion to rsfer. Rev. Dr. Durbin moved that tbe whole matter t>e laid on the table until the Bishops make their report as to what they have doae In the matter of organizing these missions conferences. Tbe motion of Dr. Durbin prevailed, and tbe Bishops were requested to make their report as early as possible. It was ordered that tbe quadrennial address of the Bishop* be presented on Tuesday morning at ten o’clock. The Committee on Boundaries announced their o g inlzation — Riv. H. C. Benson chairman, and K-.v. L. C Brown secretary. R -v. Dr. Nesblt, of Pittsburg, offered a res. olution In favor of tbe better orgamzttlon of the local ministry, with a view t> more regular employment. The resolution was referred to a special committi-e. IGiv. Dr. Crary. of St. Louis, offered a resolution instructing the Committee on Episcopacy to con«ider and reporton the expediency of forming Eju-copal D.s rlcts, and fixing tbe residences or Bishops. Adopted. Dr. Crary al*o offered a resolution In favor of the organization of District Conferences. Re'erred to s r unmittee on Itinerancy. Rev. Dr. Fo-t-r, chairman of tbe special committee to whom was referred tbe csss of the Mla-lon Conferences, reported progress. He sal.I some of the com millee were very wide apart, and some in tbe middle, but they hoped to come together soon.

1818:
The provision market has, much against the wishes of tome and the views of others, still further advanced since my last, and the trade seems to be quite healthy yet. The absence of speculation bas done much to at mulate the views of holders, the orders being chiefly from actual consumers, tnth lor present and forward ueltvery. Prices are certainly reaching a high point so early in the season, and such a rapidly advancing market to be sustained bas never been teen in the history of the trade before, jet stocks are concentrated in strong hands, and mere may be no decline, but the willingness of many to realise, while thay have so good anil sure a proflt, may result In at least a lull In me trade, if not an actual decline.
