C74.77I.06O. I lie Case mt (irneral Palmer. Ntw Yoai. Oct 1Ü. The abolition of rasrtial Ijw in Kentucky does not, aa is supposed, settle all the difficulties there. The chief difficulty of ail reruics General Palmer, by virtue of his military authority, gave pssses to sll negroes to go a hi: her they would iu search of work withoat regard to whether they wert free by virtue of acrvhe io the army, rebellious masters or by any other ciuie. The State Courts deny the validity of his action, as they still recognize the institution of Slavery as existing in this Slate and are now en
forcing the laws which prevent employers from hiring slaves without the conseut of their masters. Innumerable laws are the consequence, while those who wish to procure labor, deprived of their own negroes by military sutbority, are prevented from hiring others by the civil authorities, and the frceJmeu roam about the country or congregate io camps aad become demoralized and either steal or starve: as the negro thus freed cannot by any possibility be re-enslaved, the only solution of the matter is to suspend tbe action of the Slits Courts until the action of the Legislature, which meets iu November, can pass tbe Constitutional Amendment. Kentucky is the greatest sufferer in tht South, from the hidebound tenacity with which she clirgs ta a dead institution. sn ,-fJUaiaalppl Affairs. Maw Yosi, Oct. 16. The Herald's JacksoD, Mississippi, correspondent save: Strong fears are expressed iu regard to next year's cottou crop in Mississippi The depredations of the contending armi4 have left the fields, gin housea, and othr nccejitiei for tbe production of tht ittple, ia a eery dilapidated condition; and there is also a greit scarcity of slock and implements indispetijabl to its planting, culture, and preparations for market. Addl to tbia the planters generally appear to lack the energy and practical requisites for proceeding with the work under the new order of things, and rn this matter of indolence the negroes art disposed to imitate those v;hj formerly were their masters. This correspondent thinks that it the slauters would set an example of industry, tbt freed in en would not be clow. in following it, as has been illustrated iu several cases iu the State where the rutiur has been tried.
