Telegraphic Dispatches. REPORTED EXPRESSLY FOR THE DAILY STATE SENTINEL GENERAL NEWS. THE PARAGUAYAN WAR. AFFAIRS IN THE SOUTH. ROBBERY BY A BRIGADIER GENERAL. Arrest of Brig. General Briscoe for Robbery. New York, Oct. 2--The Herald's Washingtob speclal says: About the middle of last month Gen Baker received information of a plot at Lynchburg Virginia, to rob the Post Quartermaster's safe of a large amount of money it was know to contain. The case was worked up and has resulted in the arrest and incarceration in the Old Capitol prison last night of Brevet Brig. Gen. S. C. Briscoe, of the One Hundred and Ninth Pennsylvania volunteers, commanding Post at Lynchburg, and A. W Lackey. of Worcester, Mus , formerly sutler of the Post. Gen. Briscoe is an Irishman by birth, and has been in command of the Post at Lynchburg since Lee's surrender. Captain W. A. Alberger, in of Canal Commissioner Alberger, has been Quartermaster at Lynchburg:. and had in his charge on the 21st of September, $120,000 in greenbacks, besides a large amount of captured gold coin and bullion, which I ad been placed in his charge for safe keepin; Briscoe approached Alberger through Lackey, and proposed to him, as the war was about to close and none of them bad made any money out of it, they should make a grand haul in concert, and pocket $50,000 a piece in a flash. Alberger kept the funds in a safe which formerly belonged to a rebel officer and this fact was to give color to the charge which was to be made, that the exrebel having a duplicate key to the safe had robbed it. Briscoe was to arrest the Quartermaster, his clerks and half of the people of Lynchburg. To avert suspicion the General tock an impression of the safe key in wax and sent Lackey to Philadelphia to get the key made Alberger, onstensibly in the plot, informal the Secretary of War, and two or three of General Baker's officers were sent down to Lynchburg to arrest the guilty parties. The officers saw through the holes in the ceiling of the office. General Briscoe came in while the Quartermaster and his clerks were gone to dinner, saw him unlock the safe with the false key, take out three packages of greenbacks, of forty thousand dollars each, and load himself down with coin and bullion to the amount of $I5,000, having previously ignited saturated paper and cloth, with a view to burning the building. They followed him across the hall of his office, and burst in on him counting and arranging the money behind his bolted door. The wax moulds and false keys were found upon him, and the proof was indisputable. These proofs are now in Gen. Baker's possession Briscoe and Lackey are in the Old Capitol awaiting trial, and Alberger, the honest Quartermaster, is on duty at his post.. Adjournment of the South Carolina convention. New Yok, Oct 2 Advices from Charleston to the 29th of September have been received The South Carolina Convention passed the Constitution with some slight amendments on the 26th. On the following day the Convention adjourned, after passing resolutions complimentary to Hon. D. Lansilow, the President. By the Constitution the right of voting is given to every white man of full age, who has been two years a citizen of the State, and who is not a pauper nor a non-commissioned officer or private soldier in the army, nor a seaman or marine of the navy of the United States. An amendment introduced by General Connor confers the right to vote upon European emigrants who have declared their intention of becoming citizens of the United States two years previous to the day of election, and hare resided six months in tbe election district. The first election for Governor and Lieutenant Governor will be held in conjunction with the elections to the General Assembly on the third Wednesday of the present month. A request was signed by all the members of the Convention to induce Colonel J. L Orr to announce himself a candidate for Governor. Mississippi Affairs. New York, Oct. The Herald's Jackson, Miss., correspondent says the political canvass in the State appears to have proceeded upon queer issues. The salient features of the Republican and Democratic platforms elsewhere seem to be wanting in Mississippi. The negro comes to the surface there as elsewhere, but the people are more anxious to make him work than to give him the right of voting. The planters fear an emigration of their colored laborers to the larger towns where more lucrative employment can be had, and on failing in this employment they anticipate that the negro will become a vagrant and rely on the State for support. Accordingly they urge that an act of Congress should be passed to permit cottongrowing States to make such laws as will compel the negroes to work for stipulated wages, and for stated lengths of time. The Paraguayan War New York, Oct 2 Further detail have been received respecting the war in South America. The Paraguayans were actively pushing forward, while their opponents, the allied forces, remained nationless, but concentrated at Cordia waiting the attack. The Brazilian fleet on Porona river hid commenced a retrograde movement, fearing that the Paraguayans would construct batteries below so as to gain command of the river. The magnitude which this struggle is assuming may be estimated from the fact that at the date of our last advices there were 113,000 men under arms, of whom 56,000 were Paraguayans and 57.000 allies Three American vessels were injured in the late gale off Montevideo. the bark Edith Rosa losing three sailors.
