The Secretary informed them tbat all throagh the rebellion tbe quotas of documents for all the States had been printed with the same regularity as previously thus for the rebellious States bad been carefully stored away, and would, now that the national authority has been restored, soon be distributed. The Georgia gentlemen were very much pleased with the result of their viait, and represented to the Secretary that tho people generally in their State regarded the issues of the war as settled, considering slavery completely dead, and were desirous of again being able to take their proper positioa ia the Union. They said that recently there had been much improvement in tbe relations of planters and negroes. The United States do not admit that the combination of disloyal citizens who have raided the standard of insurrection is now cr haa at any previous time been a Government Je facto, or ia any sense a political power capable ef taking, holding, asserting or maintaining corporate right m nnv Term, whether municipal or international.
