Their relations to each other being of the usost intimate character, he told Mr. Lincoln frankly that he ought to remember that a mcsage to Congrc was a different afftir from a speech to a uai lucetinc in Illinois that the nicssnjo beciime a part of bitory, and aliould be written accordingly. Frora tba Sew York World, Julj 4. A Ileart-IIonae for York A it op. tlati off Hie Frrnrli 1'lan. llitiog treated our unfortunate dcid ii; New York, tor many years, with no more regard thsn if we wer tiring m the era of the plague, when the dead cart rattled along to the morotonous cry of " Unng out your corpses !" it hs at laat been determined to establish public morgue. The fuur commisioncre of chiti(s nt; J corrections hsro resnlrrd to establish a dead-house at the Ucllerue Hepital, on the French plan, and give the rcUtires of unrecognized bodies time and opportunity to recorer them. Heretofore a hi:y inquest, a lapie of a few days, ar.d the ghatly Potter' field hTe terminatel the career of the robber' victim, or the drowned and hastily-deceased stranger. The " Morgue" is an old and worthy im-titution in Pari, and the fame and benificence of it hare gone orer the world. It formerly stood on one of the public quays, adjacent to the Pal -i is de Justice, and was a single-storied stone building, divided into three apartments. The yrrfe, or keeper lived in one end; the dead were stretched upon slats of zinc at tho other, and the middle space was reserved for visitors, who wero admitted without restriction from daylight to U o'clock. Alter the gates closed, special admissions on the part of bereaved people were allowed during the whole night. The grtfft was allowed to receive oo presents or money tor agisting folks in Cad inj their friend a, and to charge was made upon any one recognizing or claiming a body. The sanitary character of the pUce was perfectly attended to; water dropped from above upou the beads of the corpses exposed. They were kept tbehiud a gla-'ii partition, and the clothiug was suspended above the head., with whatever trinkets were found upon the bodies. They were entirely nude, excepting a cloth about their wauts, and were exhibited for two week?, in cae their tute of decomposition permitted. A new mrguc wis opened last yesr upon the IU deCitr, in the retr of the cathedral of Notre Dame, ince the old morgue occupied some (round required for a grand new barrack. The new morgue, in adtmuiitration, resembles the t&l; but it is more retired and epicious, and the aexes are kept in different chambers. We teed a morgue here more thn at Pari, as we bave more violent death, and the gm! cumber of immigrants arriving here delays recognition. Men are constantly found fioiting in our docks, and inquiries are contantlv being made for men untimely buried. Io all foreign con2tries every preciutioa ii taken to properly respect the unrrcoinixed unfortunate. The aciety of the Mi-ereeordit, In Florence, to bury the strangers and the needy, is of five centuries standing. Its active members wear masks, and by night carry torche, chsntiag dirges as they carry the dead. In Germany, every cemetery hits attached to it an o&ker whose busineis it U to guard against too hasty interments A rope is tied about the bead of the dead, and made fist to a b11. It he stirs io hU coffia, he is lookeJ to, trd, if pojible renucitated. The new morgue, ia N'ew York, should not be put so fir from the populous heart of the city as at Bellevue, but. whereever placed, it is an excellent introduction. Why Uoman tl)rrn.' Tersons find they have a cold, that they have frequent attacks, and are more sensitive to the changes of temperature. In this condition, tha nose msy be. dry, or a slight discharge, thin and acrid, afterwards becoming thick and adhesive. As the disease becomes chronic, the discharges are increased In quantity and changed in quality; they are now thick and heavy, and are hawked or coughed off. The secretions are offensive, causing a bad breath; the voice ia thick and nasal; the eyes are weak; the sense of the smell is lessened or destroyed; deafnesa frequently takes place. Another common and important symptom of Catarrh is, that the person Is obliged to clear his throat In the morning of a thick or slimy mucus, which bas fallen down from the head during the night. When this takes place the person may be sure that bis disease ia on its way to the angs, and should lose no time in arresting It. The above are but few of the many Cstarrh symptems. A Single Ilottle will last a inontb to be used three times a day, TESTIMONIAL From lion. Thomas J.
