JTThe police made twenty arrests on Saturday night and Sunday, a msjority of which wero for intoxication, and the rest coming under the usual crimes. A few of the persons arretted by the police pay the fiue assessed agaiustthem, but the largest number are sent to j til in default. For some time th.it institution has been filled with these miserable vagabonds, and the ques lion arises, what is to be done with the excels of criminals? The chain gang suplies a place in day time for the men, but at night they are lodged in the jail. On account of the present condition of the city fiuaaces, wotk on the Uoui-e of Iiefuge. intended as a home for abandoned women, has been suspended, whieb will prob blv continue until some arrangement can be made by which the work can be done for a ju-t compensation, which will be when city onier? are received at par. With the jtil overflowing anduuroerous arrests daily made, it his become a puxiling question whit disposition can be made of them, by the Mayor. Tbe trivial fiue im posed on that class of offenders doej not leseu the commiiwioo of crime, and will not until the penalty is made to extend to a year or so of imprisonment, and where the criminal will be under wholesome restrictions and proper training. As it is, ten or fifteen days in the i uuty jail 1ns no terror, and the individual receives the naiitence with the utmost complaisance, thsukful to bperroittedto et.j y a re-pito from thj vicissitudes of life, even in a common jail, and. at the expi ration of their sentence, return to their vicioui habits, until again arretted. It u-td fomctimts to be made a reproach to us American! that no man could hope to reach our highest political place until the virile age was long past. An "old public functionary," as Mr. Kuch:inn once called himself, is likely to be 11 despicable object ; and if it were true that an American citizen could 1 ok to be President ouly when be bad cc?ed to be bt for that or any other pot of responsibility, we should be in a poor ca--e. Hut, compared with our English cousius, we ate ruled by a tet of young men; and it is, perhaps, just as well that our Presidents and other high ollicials have usually attained to years of moderation and prudence before they are entrusted with power. "Old men for council, young men tor fight," was an old Indian proverb. John C. Among the Cesser lights, men who are slowly working their way upwsrd, and of whom tbe British public expects something in the course of time, arc Mr. Milner (tioeon, who h filtj-eight, Lord Clarence Paget, the laborious Secretary of the Admiralty, fifty-four, Mr Whiteside, the eminent Irish barrister, fifty-nice, Sir Fi'zroy Kelly, sixty-seven, and tther not less mature "rising young men.
