Slavery was admitted to have been always a drawback on the progress of the state, and au acquiesence of the people tlut treason must bo punished. At night there waa a grand and general illumination and a large union procession. Tbe Herald's Panama correspondence makes an important announcement that the government of Columbia has not only ratified the new stipu lationswitb the Panama RR company guaranteeing that corporation the perpetual proprietorship ot ita road, but had concluded- a treaty with the agents of our government, which grants to the United States the exclusive rieht and privilege to transport military and naval stores over the line. As an equivalent for this important concession our government i to guarantee the sovereignty of Columbia over the isthmus of Panama and the security of the transit route against all other foreign powers. Tbe Times' special dispatch, dated Washing ingtoo 19tb,says: Kennedy and Dr. Coleman, of Louisiana, arc here. They have come with the intention of procuring the displacemcLt of General Banks, their cause of complaint being his removal of Dr. Kennedy from the majoralty of New Or j leans, to which he had been appointed during the absence of Gen. Rank?. This step, which whs absolutely nece.-stry to save the city from disloyal meo, into whose hands, under Mayor Kennedy's rule, it was rapidly falling, met the hearty approval of all loyal citizens. From the most authentic sources we learn that the efforts of these gentlemen agaiust Gen. Bauk? have been fruitless. The confidence of the administration in the patriotism and ability of the commander of the department of the gulf rerusins unchanged. The Tribuno's special has the fallowing: Gov. Pierpoint, of Vs., purposes to leave Alexandria on Wednesday, accompanied by tbe other stAte officers and his family, with the archives of the government, in a special boat, and to proceed to Richmond as the capital of the commonwealth. Theeiecutive mansion recently vacated by extra Billy Smith is being put in order for his reception. The loyal people of Richmond are preparing to give the governor a cordial public welcome. Gen. It id further undeistood that President Johnson's furthcoming proclamation will be in reality a withdraw al of the uncond tional amnesty w hich Lincoln proffered, and the substitution of an offer of amr.ety on certain conditions to icpetitant rebels bdow the rauk of brigadiji generals, the term of pardon being ande much more definite and the amnesty narrower in its scope. It is added that all rebelt who have beeu iu the civil service ot the Jeff Davis government are to be added to the clas-es excluded from the new amnesty. Tbe Herald's special has the followiag: The late Governor Brown, of Georgia, reached Wash ington yesterday, under guard, and was placed in the old capitol prison. It is reported that ths govcrr.meat desiges to u-e bins as a witness iu the trial of Jeff Davis for complicity in the assassination plot. It is understood that the next amnesty proclamation will extend to all below the rank of lieutenant general in the rebel service. The csbinet has yet under consideration the question of reconstruction, and it is understood there is considerable diversity of opinion ou several important details in correction with this subject. Secretary Stanton is understood to differ very decidedly from the president and some of his colleagues in regard to the proper course to be pursued in restoring the rebellious states to their status in the union. He is supported by one at least, and perhaps by two of the cabinet, while the others side with the precedent. The question of r.egro suffrage is the great stumbling block in the way of harmoDy. There is reason to believe that the president is disinclined to take the responsibility of extending the suffrage to the colored citizens until he has hid an opportunity of ascertaining the sentiment.
