Thirty-eight ordnance bureau cleiks were discharged to day. It has been ascertained that the prisoners in the Old Capitol and Cirroll prisons were fet at liberty by subordinate officers. The Times' Wishinton special, dated the 10th, says: The executive order of the preaideut, putting in operatiou the suspended functions of the national government iu the state of Virginia, was agreed upon at the last cabinet meeting held by President Lincoln on the day ot his death, at which Grant was present. The features are that the state of Virginia is not recognized as ever having gone out of the union; that the functions of the United Stales government were tumply suspended within her borders, and are now put in operation again; that no vestiges of confederate or rebel state government are recognized; and that Gov. Pierpont and the loyal legislature of Virginia are made the nucleus of the organized state government. Wm. Lloyd Garrison has resigned bis position a president of the Anti-Slavery Society, and Wendell Thillips has been selected to fill bis place.
