SATtaDAT Night A crowd assembled Saturday night in the Sute House yard according to previous noiice. to make the necessary arrangement for a jollification over tbe recent succes of our armies. The meetiog was addre?ed by Governor Morton and General Hovey. A bonfire was lit at tbe corner of the square, and tbe strain ot the "cpirit stirring dram and ear piercing fife" lent their aid in attracting pereons to the meeting. The meeting w fur the purpose of determining the mot acceptable way in which the city of IndUnipalis could testify her gratitude for the great events that deserve commemoration, even if it be a tardy one. Editor of the It d'ica Sta'e Sentinel: My attention has o.tr. ct'Ied to tbe fuÜowIr.g statement p'..bii-hed in yur i?S'ie cf tL;s oAte, arid credited to 1 ht Hunu.Jirtou Democrat ' A republ.cn lawyer of Lognport wi--e..t by tie citizens of Cas coucty to Washington city, to ascertain, if poible, tbe rumber of men that couuty ba furuihe-1 for the war, and to have it duly credited with the same. He discovered that Ca-s county had furnished eighty-five more men than it h i i credit for, and that thee men were trnferrnl sr.l i reditcd to Mscha-ett-. Runi'jr sy thit the record- thow that Mcbuetta paid $1,W0 per bead for tbe Indiana men." Without stopping to qiuie or notice the mean and malicious insinuttioLS and charges in which Tbe "Democrat" irdulges against Governor Morton in the conclusion of its article, I am able confidently to aert that no 'republican lawjer" or any other tort of person ever discovered at Wsehingtcn or elsewhere, that a single Icditna man has ever b?tn transferred to Massachusetts or to any other tate or territory for credit cn any call for troops If rumor says that Masfacbuaetts paid even a single cent pr head for In diana men transferred to her credit, as alleged, then "rumor" is an unmitigated falsifier, as the records will prove. No euch transaction ever took place, and there is not the leat shadow of a foundation upou which to bare such a charge, And the official papers on file here, at Washington and in Ma4thuett will confirm this statement. Tbe facts in regard to credite" to which cr tain localities in IndiAna were entitled, were fully communicated by rnc to tbe late legislature, but as my report was not published, the following brief history of the matter ii submitted for the information of the public aLd to ihow the fallacious character of the charges and rumors put in circulation by mslignant and unpriccipled persona and pre-je-: All credits for 1 1; lima troops have been given upon a comptrnnn ar.d adjustment of the rolls !ed in thiseffire with tho?e filed in the war department. If the roll; were defectire, as wa frequently the cae, the defect was cured ia the bet and most equitable way possible. When the veterans were re etjlitcd and remustered in the fiel J, it was. required, by instructions from the war department, that the residence of each man should be rbawn on the rolls po that proper credit could be given, but owing to the imperlecticn of the blank and the haste in which the buincss was done, this rule wa? r ot iu all cares observed. A careful examinMicn of the official files of this office shows that the number of re enlisted veterans cot credited on the roils ia 2,2?U, and these were directed, in pursuance of instructions from Col. Tbos. M. Vincent, A. A. O War De pnrtneut, to be reported to Washington for a.-?is!irr.nt. which duty performed by my predveor, Gen. Lz Noble, on the 2d of Sept , lct4 Tbie report wa? appro veil by the War Denaitment and an order made by which the credits were given accordingly. Other credits from re-enlisted veterans, were at different times found to be due to the Mate; they were duly reported to Washington and allowed aud credited in pursuance of instructions from the War Department. One of the greatest diäiculties which bad to be overcome, aro-e from tbi- fact: The rolls lor the lltb, I3tb, 24:h. 26tb, 34 h 46th. 4?th nd bOth reimerits ol infantry, and the 3d regiment ' cavalry, did rot re.'.ch thin office until after the .O'Ji of hp. The t-fficer in ch-irye of the matter of j crcdi'R at Washington decided, however, that the i correctiLS üd changes could not be mvle unles the crtdit' already Apportioned and pireo should be withdrawn. Thi, of course, was impractioable, as it w(uld involve the ucce-ity of overhauling and re-n-sonirg the entire credit?, wh;ch could only luve been accomp!i?hed amid?t treit confusion, and to the erious detriment to the public ervice. A temporary u?pcr;?ion, at least, of the eSorts of the officers of the government in riisiog troops, nn 1 a re a.-sii:nmcnt of quotas would have lo!!cd. To obtain, if possible, pome sort o! adjustment, information was furnished from this otSce to parties from Cass and Mariou connties, ujon which they made application, as test cae, io the war department fur an allownnce of their credits Citizen of Huntington county desired to forward a similar application, but they were informed, through Representative Coffroth, that a decision upon the Caa aa 1 Marion countv caes would ettle the whole question, and that an accumulation of similar cases would not aid the pettlement o their papers were not forwarded. The decision of the war department, in both cases, was ut:f ivornbl, and the papers were re turned. Mirioti county, however, renewed her application.ard while it wa pending Gov. Morton cal'ci perorailv afc the war deptrtment and tuceeeded in obtaining orders from the provost marshal general, (March ISth A2'Jth, lc?G5) directing credits to be given on the present call to the localities ghown upon the rolls of the 11th, 13th, 2Lh, 20, h, 34th, 47th and 60th regimen's of in fantry and 3d regiment of cavalry Indiana veteran volunteers. There orders were made for the rcaon. only, that the rolls were cot on file in this office at the time tbe distribution of credit bad to be made, the absence of the snme having prevented a fir report of crediu from bcini in-ide; ard it was thought just that the loctlitie to which the veterans had actually accredited them?elve should not lote thero Tbe result of the hole matter is. that, rrac thally, the state has received credit fince for 1,691 men that number having been distributed throughout tbe state according to the best information that could be obtained before tbe rolls ere receiveJ; and then, after the rolls came to bsnd, again allowed and distributed, through the efforts cf the governor, to tho localities which were iuntlv ent tied to them, ao shown by the rolls Casa couuty getting her t?2 men with ret. A word a to the crelits to other tites. A few weeks fire, I discovered thit 1S7 veterans had credited them?clve.- on their roll- to places with out this i-tate. It appears that Granger's and Smith' corpa marched from Danby'a Mills, on the 25tb, for Blakely, meeting with no opposition, except on the xlCth, when the 13th corp moved toward the Spanish fort, a strong earthwork commanding Mobile, encountering and driving in the enemy, and in tbe evening Granger encamped on the left of that fort. The ICth corpä continued on towards Blakely, encamping at Sibley's ililla, five milea from that town. On the tncmiug of the 27th our forces advanced on tbe Spanish fort, driving ia tbe rebels and capturing their rifle pits,- and establishing our batteries within 400 yards of the rort. Oa thetyjiu, our troops entrenched within 700 yards of the fort. Several lives were lost by torpedoes which were laying around loos.
