The bill passed by a vote of yeas 25, nsys 11 The special order, being the report of the conference committee of freed meo's bureau, the bill was taken up, the report was read, but no action taken. Mr Sherman's motion to take up the Houe jyiui resolution reducing the duty on imported paper, prevailed, and the question was up n the ameudmeut ol the Senate committee on finance to strike out 3 and insert 15 per cent. Mr Sherman explained that the present duty on foreign paper was 20 per cent. The amount of tax paid by borne manufacturers amounted to 10 percent. It was manifest that to reduce the foreign tax to 3 per cent, would be unjust to home manufactures It was said this 3 per cect. was equal to 6 per ceut , because it t-s in the gold valuation Three percent, on ftCO dol lars per too, internal tax on this country had to be paid in currency valuation, which is about $400 per too. Sheimm stated that he was iu favor, in the committee, of making it 10 per cent , which would create lively competition between home and foreign manufacturers. Mr. vt illiams offered a series of resolutions de claring that there is no power under the consti tution wh'ch warrants us to treat with southern states either for a severance of tbe union or the alteration of any article of the fundamental law that ina-much as the confederate states have taken up arm against the government ot the United States, without just provocation, and for the avowed purpose of asserting and mainlainine their independence, and they still per-ist by arm ed resistance to the authority of the United states.
